Job Description

Organizational Setting The Guyana Land and Survey Commission (GLSC) and FAO are implementing the project Mainstreaming Sustainable Land Development and Management In the Cooperative Republic of Guyana. The project aims at establishing an enabling environment for promoting sustainable and climate-resilient land development, management and reclamation in support of Guyana’ s Green State Development Strategy through activities working at (i) streamlining policy, regulation and governance; (ii) developing institutional and human capacities; and (iii) strengthening local governance in the 3 regions where project is implemented. Implemented at three levels – national, regional and local- the Sustainable Land Development and Management (SLDM) is designed to create an enabling legal and policy framework informed by policy feedback loops nurtured with ground reality and inclusive participation. The GIS/Web Mapping/Remote Sensing Specialist will work under the direct supervision of the FAO Representative in Guyana and the SLDM project Chief Technical Advisor. He/ She will work in collaboration with the Commissioner of GLSC and other team members, and under the overall technical guidance of the Lead Technical Officer (LTO) and the concerned task force members.   He / She will  also work closely with the Land Resources Planning and Management specialist, Land tenure and governance specialist, Land Policy specialist, Legal specialist, Land Administration specialist, Cadastral surveyormapping specialist, ICT/Network specialist (Data Management‐Systems), Institutional reform/finance‐business planning specialist, Land Valuation specialist, Soil and Water Resources/Land rehabilitation/reclamation specialist, Gender/Social development specialist, Monitoring and Evaluation specialist, National Land and Legal Consultant as well as the PMU staff and GLSC Divisions. He / she will work with the concerned GLSC division and partners to undertake analysis of GLSC Geospatial needs to effectively undertake its functions. This specialist will ensure that clearly defined protocols/geospatial interoperable standards are put in place for the harmonization and integration of raster and point source data across sectors and institutions and enhance data analysis, exchange and sharing of information by the (geospatial) data producers, data users and value adders.   Reporting Lines   The GIS/Web Mapping/Remote Sensing Specialist will work under the direct supervision of the FAO Representative in Guyana and the SLDM project Chief Technical Advisor. He/ She will work in collaboration with the Commissioner of GLSC and other team members, and under the overall technical guidance of the Lead Technical Officer (LTO) and the concerned task force members.   Tasks and responsibilities  
  • He / She will be based in the PMU office in GLSC premises during his/her work in the SLDM project in Guyana and will be supported by the FAO country office as required. He/ She will undertake the following tasks:

  • Work in collaboration with the GLSC to assess the geospatial needs analysis of GLSC needs.

  • Work in collaboration with the GLSC, other SLDM Experts (Land Admin., Surveys and ICT, etc) and stakeholders to design a field-to-office-GIS workflow/data to guarantee the collection, processing and analysis of high-quality data on land ownership and use access/ rights;

  • Develop standard operating procedure manual for updating geospatial data and develop an open source enterprise database for hosting GIS data for internal and external (via web portal) customers

  • Development and training of Standard Operating Procedures and quality control for the development of a global fundamental geospatial datasets

  • Develop the Standard Operating Procedures and quality control for a land parcel of land information system with work processes and procedures

  • Advise and train in the development/adoption/modification of data models to support the capture of the global fundamental geospatial datasets.

  • To ensure that protocols/geospatial interoperable standards are put in place for the harmonization and integration of raster and point source data across sectors and institutions.

  • Assist with the guidance requirement for the establishment of the Centre of Excellence on Geospatial information at the GLSC

  • Design the framework for geospatial information management of the GLSC and national agencies and institution to be integrated with the GLSC as the centre of the hub in performing its core function based on its mandate

  • To enhance data analysis, exchange and sharing of information by the (geospatial) data producers, data users and value adders.

  • To test the application and usability of various digital data collection tools, such as Open Tenure, SOLA, EX-ACT, Collect Earth, SMART as well as data storage, maintenance and collection tools, such as Open, and promote their use through on-the-training.

  • To carry out gap analysis and recommend hardware and software which GLSC will procure and develop the capacity of the staff to manage and maintain a GIS-based Land Information System (LIS).

  • To support work on the LDN Data mechanism for reporting SDG 15.3

  • To support the effective use of various images (aerial photos, satellite photos, Google maps, etc.).

  • Complete the NSDI Diagnostics Tool, developed by the World Bank and FAO; NSDI Alignment to the Business Drivers – Mapping Government Priorities to the NSDI implementation

  • Collect data/ information for the Socio-Economic benefits analysis

  • Produce lessons learnt notes on the findings for external distribution;

  • Draft and ensure follow up of letter of agreements with external partners for the conducting of study/ training/ other activities under his/ her areas of expertise as required

  • Support implementation of the capacity development plan prepared by the Strategic and Business Plan experts by providing content under his/her area of specialisation for activities at national/regional and local levels;

  • Produce technical reports / notes under his/ her areas of expertise

  CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING Minimum Requirements
  • Advanced university degree in a discipline relevant to GIS, web platform for geospatial data and remote sensing.

  • At least 5 years of relevant experience in GIS, web platform for geospatial data, remote sensing or geoinformatics.

  • RICS certified or equivalent

  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian

  • Working knowledge of English, French or Spanish in the case of PSA.SBS

  Selection Criteria
  • Extent and relevance of experience in GIS, Web mapping and remote sensing and crosscutting issues affecting sustainable land management with emphasis on developing countries and knowledge of the Caribbean context and particularly of Guyana.

  • Extent and relevance of experience of technical assistance provision to field projects on GIS, Web mapping and remote sensing.

  • Extent and relevance of experience in the use of appropriate technologies and data management for good land administration and thereby sustainable land management.

  • Proven ability to redact clear and concise technical report and policy notes.

  • Experience in supporting training courses in his/her area of experience.

  • Proven ability to work in multidisciplinary teams and including multiple partners.
