Job Description

The United Nations Global Service Centre (UNGSC) provides critical Logistics, Geospatial, Information and Telecommunications Technologies services and Training to all peacekeeping and special political missions around the world. This position is located at the Client Solutions Delivery Section within Service for Geospatial Information and Telecommunication Technologies (SGITT) at the United Nations Global Service Centre (UNGSC) in Brindisi, Italy. The incumbent of the post is under the direct supervision of Chief of Unit, Solutions and Support (CSSU) within the SGITT/CSDS or a designated officer.

Responsibilities

Within delegated authority, the Geospatial Information Systems Officer (GISO) will be responsible for the following core duties:

Takes responsibility for the timely preparation, maintenance and provision of geospatial information and maps in support of the mission's operations; Coordinates the collection, processing, evaluation and dissemination of geospatial data including vector, raster and thematic data; Conducts geospatial/terrain Analysis studies and prediction of the effects of terrain, weather and situation on the mission's operations; Implements quality assurance/quality control (QA/QC) procedures for all products generated and disseminated by the Section, including geospatial data and maps. Designs, implements and maintains the mission's geospatial database system as well as other geographic information systems (GIS) and associated services, ensuring appropriate data security and access controls; Designs, implements and maintains system backup and disaster recovery plans; Designs, implements and maintains the mission's geospatial information infrastructure including servers and network, large-format plotters and scanners, printers and mobile devices; and Leads the development of geospatial information and Mapping applications including Web-based Applications. Coordinates with counterparts in other offices of the mission, UN agencies, Non-Governmental Organizations (NGOs) and the host nation on collection and sharing of geospatial data; Undertakes the timely exchange of geospatial information between the mission and the GIS Section of the Office of Information and Communications Technology - OICT. Undertakes day-to-day geospatial operation matters between the mission and the Geospatial Information Section of the UN Global Service Centre (UNGSC). Provides input and conducts geospatial information training and education programmes for mission staff; Participates in mission start-up and other field work as required; Manages junior staff and consultants in carrying out technical tasks in the Section/Unit. Technological Awareness: In-depth knowledge of the latest technological developments in geographic information systems, geo-data modelling, and designing of geo-databases. Keeps abreast of available technology; understands applicability and limitation of technology to the work of the office; actively seeks to apply technology to appropriate tasks; shows willingness to learn new technology.

Education

High school diploma or equivalent is required. Technical qualification in Geospatial Sciences (Cartography, Geography, Geographic Information Systems (GIS) or equivalent) which involves geospatial information and image processing programmes is required. Certificates in the field of GIS, geography, cartography, image processing and geospatial related skills are desirable.

Work Experience

A minimum of ten (10) years (5 years with a Bachelor’s degree) of progressively responsible experience in geospatial information or related fields is required. Experience of GIS software, Arcgis (ArcInfo, ArcEditor, ArcView and its extensions) and ERDAS Imagine is desirable. Experience of geo-database systems, software programming languages and web technology is desirable. Direct experience with geospatial information applications including IPB (In telligence Preparation of the Battlefield) military experience, especially in terrain analysis is desirable. At least two (2) years of experience working in a UN field operation – or similar multi-lateral or non-governmental organization – in a conflict or post-conflict setting is desirable. Experience in multinational working environment is desirable. Experience in development of web mapping applications is desirable,. Experience in managing junior staff and consultants in carrying out technical tasks in the Section/Unit is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. Fluency in English, (oral and written) is required. Knowledge of other UN language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
