It liaises with member countries, civil society and the private sector in aspects ranging from development of effective forest policies to forest conservation and management issues, and strengthens the role of forests in Climate Change mitigation and adaptation. The Division also collects analyses and disseminates information on the world's forest resources and on the production, trade and consumption of wood and non-wood forest products. The post is located in the National Forest Monitoring (NFM) Team of the Forestry Department, which supports FAO member countries on all aspects of forest monitoring to provide reliable information for national forest and land use related policy development, planning and sustainable management as well as for satisfying international reporting requirements under the UNFCCC and the Paris Agreement. The Team also supports countries on technical issues related to National Forest Monitoring Systems (NFMS) and the development of cost effective and reliable Measurement, Reporting and Verification (MRV) processes. The NFM Team develops and maintains Open Foris (a set of tools and guidance supporting forest and land use monitoring). The NFM Team has also commenced work on the Enhanced Transparency Framework (ETF) under the Paris Agreement focused on forest-related data collection, Analysis and dissemination processes while moving from MRV to the ETF. It works closely with the Reducing Emissions from Deforestation and Forest Degradation (REDD ) and the Global Forest Resources Assessment (FRA) Teams. The work of the team supports implementation of FAO's Strategic Programme 2 "Making Agriculture, forestry and fisheries more productive and sustainable. Reporting Lines The Forestry Officer reports to the Senior Forestry Officer, Team Leader of National Forest Monitoring, under the overall guidance of the REDD /NFM Coordinator and the Director, FOA. Technical Focus The Forestry Officer will be responsible for coordinating the global FAO/Global Environment Facility (GEF) project 'Building Global Capacity to Increase Transparency in the Forest Sector (CBIT-Forest)' and providing inputs, as needed, to national CBITs led by FOA. The Forestry Officer will also ensure technical linkage with other FAO teams and partner organizations within the context of FAO's Strategic Framework and in alignment with the Organization's Policy on Gender Equality. Key Results Research, Technical Analysis, and project related services to support the delivery of programme projects, products, and services. Key Functions • Researches and analyses technical, social, economic, environmental, institutional, and technology related information, data and statistics and/or related policy issues to support the delivery of programme projects, products and services; • Produces a variety of technical information, data, statistics and reports as well as input for technical documents and web pages; • Provides Technical Support/analysis to various assessments, studies and initiatives and provides technical backstopping to field projects; • Collaborates in the development of improved/updated tools, systems, processes, and databases; • Participates in multidisciplinary teams, and/or leads working groups/teams collaborates with other departments and agencies on work groups and committees and promotes best practices; • Collaborates in, provides technical backstopping to and ensures the quality/effectiveness of Capacity Development activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, online tools; • Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations; • Supports resource mobilization activities in accordance with the FAO’s Corporate strategy. Specific Functions • Coordinates implementation of the global FAO/GEF project 'Building Global Capacity to Increase Transparency in the Forest Sector (CBIT-Forest)'; • Supports the implementation of national CBITs; • Organizes and implements regional/national Capacity Building initiatives related to forest monitoring for improved integration and consistency with international reporting processes (including Global Forest Resources Assessment (FRA), Nationally Determined Contributions (NDCs), Reducing Emissions from Deforestation and Forest Degradation in Developing Countries (REDD )); • Leads the Content Development of a global set of knowledge and training material packages to raise awareness of the importance of forest monitoring for decision-making and compliance with the ETF requirements; • Contributes to the Forestry Department's work on forest monitoring; • Performs other related duties as requested. CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING Minimum Requirements • Advanced university degree in forestry, natural resources management or a related field; • Five years of relevant experience in Measurement, Reporting and Verification (MRV) processes, including REDD ; • Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish) Competencies • Results Focus • Teamwork • Communication • Building Effective Relationships • Knowledge Sharing and Continuous Improvement Technical/Functional Skills • Work experience in more than one location or area of work, particularly in field positions is desirable • Depth of knowledge of measurement, reporting and verification (MRV), including REDD and transparency framework; • Extent and relevance of experience in the design and delivery of regional/national capacity-building workshops; • Extent and relevance of experience in developing knowledge and capacity building materials; • Extent and relevance of experience networking and partnership building within FAO and international partners is an asset; • Extent and relevance of experience with UN, intergovernmental and international organizations is an asset; • Extent of experience with GEF or in Coordination and management of technical projects is an asset.
