The Capacity Development for Local Government (CDLG) Project of UNDP Sri Lanka is part of larger efforts by the Government of Sri Lanka to strengthen the local governance system in the country. These efforts are supported by the European Union, and the World Bank. The Government of Sri Lanka will implement the Local Development Support Project (LDSP) in four provinces – North, North Central, Eastern, and Uva – to strengthen local service delivery and local economic infrastructure and enhance bottom-up approaches to support public engagement in local decision-making processes, including through participatory planning and feedback mechanisms for service delivery. Specifically, LDSP will focus on developing Local Area Participatory Development Plans (LAPDP) at the LA level, based on aggregated plans from the ward level, and synergized with sector plans of ministries. The overall objective of the CDLG project is to strengthen the capacities of LAs to be inclusive, responsive, and accountable and be able to plan, enhance resilience, and deliver better services. The capacity development support, coupled with the fiscal support (through Basic Transfers and Performance Transfers provided through LDSP project) for inclusive service delivery and economic investment, is aimed at strengthening the role of elected representatives at the local level. It is about improving local governance systems and making local governments “fit for future”, as well as increase downward accountability of elected officials and local governments. The project also aims to strengthening mechanisms for public engagement in local decision-making processes. The CDLG project is implemented within the framework of UNDP Sri Lanka’s Flagship Portfolio on SDG16+ on Peace, Justice and Strong Institutions, which brings together the governance and peacebuilding work under one umbrella. The portfolio intervenes across three inter-related pillars: (1) Parliament and Independent Commissions; (2) Rule of Law and Access to Justice; and (3) Public Sector and Local Governance. The portfolio approach allows UNDP to provide a cohesive and integrated support to the national as well as to all levels of sub-national governments to achieve their governance and development objectives. Post Context In this context and under the direct supervision of the Project Coordinator and the overall guidance of the Project Manager, the Field Project Associate is responsible for ensuring smooth operations of the project in one target province of the project. He/she will also work in close cooperation and collaboration with other members of the CDLG project team. The incumbent will assist the Project Coordinator (PC), to ensure consistent service delivery within the established UNDP rules and regulations. S/He will work in close liaison with the Programme Implementation Unit (PIU) of CDLG as needed. S/He would also be required to maintain good rapport with project partners, including vendors, consultants, implementing partners and contractors in the respective area. Duties and Responsibilities Summary of Key Functions
  • Support effective implementation of the project

  • Support the development and operationalization of effective monitoring and evaluation systems

  • Support the Project’s institutional capacity building initiatives

  • Support communication and knowledge management initiatives

  • Administrative, financial and logistical support to the project office

Support effective project implementation focusing on the achievement of the following results:
  • Assist the PC in project implementation activities relating to Capacity Development for Local Government (CDLG) Project;

  • Coordinate the timely submission of progress reports by PC and assist with data entry, and the preparation of charts, graphs, and periodic progress reports;

  • Support and facilitate external assessment teams, advocacy and knowledge sharing fore, training programmes, audits, donor assessments and missions;

  • Review agreements/proposals, track the use of project resources, follow-up on progress ;

  • Networking and mobilizing the stakeholder/community involvement in the project with the Provincial and District Governance machinery or technical working groups.

  • Support the PC on activities at the Provincial and District level, including facilitating consultations with the Chief Secretary, District Secretary and relevant partners and with the Project Implementation Unit (PIU) of CDLG in the Country Office.

Support the development and operationalization of effective monitoring and evaluation systems which focus on following results.
  • Support the formulation of M&E plans in line with the broader results framework and programme objectives of CDLG project in Sri Lanka;

  • Support data collection and analysis and maintenance of databases where necessary towards facilitating evidence-based information/knowledge management and timely reporting;

  • Support in the design, pilot and roll out simplified/innovative tools to support the project monitoring process at the field level;

  • Support the Project teams to put in place processes for data gathering; provide regular technical support to carry out proper data collection and information management;

  • Work closely with Project teams and partners -CLG, ACLG, MC, UC and PS to strengthen systems for qualitative data gathering and analysis;

  • Ensure accuracy and consistency of information collected and carry out regular verification of reported information for accuracy;

Support the Project’s institutional capacity building focusing on the achievement of the following results:
  • Assist with synthesis of lessons learnt and creating a data base on same and best practices in programme;

  • Contributions to knowledge networks and communities of practice.

Support communication and knowledge management of the project focusing on the achievement of the following results:
  • Participation in the training for the Project staff on administration and Programme matters;

  • Sound contributions to knowledge networks and communities of practice.

Administrative, Financial and Logistical support to the project Office focusing on the achievement of the following results:
  • Maintain up-to-date files and records of project documentation;

  • Submission of proper supporting documents for requests for payments to the PIU and filing of documents in the required formats and standards;

  • Liaison work between the Project Office and the operations team of PIU;

  • Drafting and submission of required reports and other documentation in a qualitative manner to be submitted to the PC and liaison with the PIU in Colombo as required

  • Ensure the timely and smooth implementation of all project logistics;

  • Maintenance of required administrative records – e.g. Time sheets/attendance sheets, leave reports, overtime statements, travel documents, etc;

  • Administrative, secretarial and logistical support to conduct of meetings, conferences, workshops and training programmes;

  • Maintain good rapport with the Government Offices, and other partners in the designated area, to enable continuous smooth working relationships with them;

  • Custodian for management of office stationery supplies including maintenance of stock list of stationery, distribution of stationery as required by staff and keeping a log of distribution.

  • Ability to contribute to the formulation of project work plans, assist in the implementation and monitoring, and facilitate evaluation of development projects

  • Ability to assist the PC to build strong relationships with clients, focuses on impact and result for the client and responds positively to feedback

  • Pro-activeness and application of experience in the day-do-day work

Required Skills and Experience Education
  • Secondary Education (G.C.E. Advance Level) with 6 years including 3 years’ experience in supporting the implementation of projects, with preference on project management and/or governance related projects.

OR
  • University Degree in Business or Public Administration, Project Management or Economics with 1 years’ experience in supporting the implementation of projects, with preference on local governance and/or governance related projects.

Experience
  • Usage of computers and office software package (MS Word, Excel etc.) and knowledge of database packages and experience in handling of web-based management systems is preferred.

  • A consistent track record of self-motivation and achievement

  • Excellent written and verbal communication skills.

  • Experience handling general project administration and management of logistics.

  • Demonstrated capacity to undertake assigned responsibilities and work under pressure.

  • Experience working in the UN System is an asset.

Language Requirements
  • Fluency in Sinhala and/or Tamil with excellent English Communication Skills.
