STANDARD MINIMUM QUALIFICATIONS Education: Post graduate qualification in any relevant social sciences Experience: At least 10 years in evaluating programmes with Technical Support to the Government; Experience in assessments and evaluations of Climate Change, resilience, food assistance for assets programmes; ORGANIZATIONAL CONTEXT Under the overall guidance and direct supervision of the Evaluation Committee, and day-to-day Coordination with the evaluation managers. JOB PURPOSE WFP Lesotho Country office and the Ministry of Forestry, Range and Soil Conservation (MFRSC) are jointly commissioning the evaluation of the asset creation and public works activities in Lesotho (2015-2019). The Evaluation Team Leader will lead a team of international and national evaluators with appropriate skills to conduct the evaluation KEY ACCOUNTABILITIES (not all-inclusive)
  • Define the evaluation approach and methodology

  • Guide and manage the team to implement the evaluation from inception up to dissemination;

  • Represent the evaluation team in meetings with stakeholders and maintain communication between the Evaluation managers and Quality Assurance Service;

  • Draft the inception report using the WFP template and consolidate using inputs from other team members;

  • Revise the inception and evaluation report based on feedback from quality support service to produce 2nd draft;

  • Finalise the inception report based on comments from stakeholders;

  • Debrief stakeholders on preliminary findings at the end of the field work/Data Collection;

  • Draft the evaluation report using the WFP template and with inputs from other team members;

  • Revise the evaluation report based on feedback from quality support services to produce draft 2 which will be circulated to stakeholders for comments;

  • Lead the dissemination of evaluation findings and development of communication products.

  • Proven practical expertise of designing and implementing rigorous evaluations, ideally of FFA/resilience activities, using different approaches;

  • Expertise in designing methodology and data collection tools and demonstrated experience in leading similar evaluations;

  • Skill and proven experience in the use of theory-based evaluation approaches such as contribution Analysis and/or Qualitative Comparative Analysis in assessing programme performance and contribution to stated outcomes;

  • Understanding of national Development Planning and programming processes including National Development Plans and strategies;

  • Leadership, analytical and communication skills;

  • Familiarity with the Lesotho country context;

  • At least 10 years of relevant working experience;

  • Experience in leading teams in similar assignments;

  • Experience evaluating programmes with technical support to the Government;

  • Experience in assessments and evaluations of climate change, resilience, food assistance for assets programmes;

  • Experience in working with UN agencies;

  • Experience in evaluating similar types of programmes including for WFP;

  • Experience working in a country with chronic food insecurity.
