From an energy consumption perspective, Bosnia and Herzegovina is characterized as a country with very high inefficiency within the residential, non-residential/public, industry and service sector. At the same time Bosnia and Herzegovina have one of the most significant energy conservation potentials in the region and could base its further mid-term economic development and generation of new employment on energy efficiency improvement measures in the residential and public sector. Currently, BiH consumes about 20% of its GDP on energy, which is three times higher than in the U.S. and EU countries. Moreover, the average energy consumption of a public building in Bosnia and Herzegovina is three times higher than the EU average, categorizing them as completely energy inefficient buildings (in accordance with EU Eco-Management and Audit Scheme – EMAS). In order to meet this energy intensive consumption demand, a significant amount of budget funds must be allocated for energy expenditures of public buildings (educational, health, cultural, municipal and entity/state institutions etc.) representing a major proportion of the already inadequate public budget. Based on the results achieved so far, the Green Economic Development project (GED) has been developed and will focus on scaling-up and creation of self-sustainability within energy efficiency related activities in BiH and contribution to BiH‘s EU accession and fulfilment of Energy Community Treaty obligations. In order to achieve improvements in the sector, the project developed two set of aims (short-term and mid-term). Short-term aims:
  • Create interest and motivate public sector buildings’ end-users to invest into energy efficiency by promoting grant co-financing;

  • Develop capacity and skills of BiH government levels (systematic approach to decision making processes of energy efficiency investments);

  • Achieve budget cost savings through implementation of EE projects in public sector buildings and reinvest savings into energy efficiency or other infrastructure projects.

Mid-term aims:
  • Institutionalize energy monitoring and reporting mechanisms / energy management;

  • Generate employment of domestic workforce;

  • Increase public awareness and understanding of EE benefits;

  • Develop and adopt sustainable financial mechanisms for EE project financing (performance-based granting, revolving mechanisms, soft-loans, etc.);

  • Contribute to BiH’s EU accession (EPBD, EED and RED directives);

  • Lower the risk to enter EE investments/provide loans for EE investments in BiH.

The EMIS Project Clerk will support and assist Project Manager on activities related to EMIS – Energy Management Information System, administrative and logistical support to GED Project activities, as well as with project staff on other Climate Change Mitigation project of the Energy and Environment Sector. Duties and Responsibilities Provide administrative and organizational support to the Project implementation and providing support to Energy Management Information System – EMIS maintenance
  • Supports EMIS users (stakeholders, energy managers etc.) on simple troubleshoots, Data Entry controlling, data processing and simple Analysis;

  • Collect and analyze economic data for the building stock register of municipalities;

  • Preparing and entering relevant economic data into EMIS; data import and verification in the EMIS application;

  • Assist in implementation of other activities of EMIS implementation;

  • Preparing, entering and verifying economic data within registered Detailed Energy Audits in EMIS

  • Undertaking administrative tasks, verifying information and responding to queries;

  • Preparation of periodic reports, regarding implementation and monitoring of project relevant activities/indicators;

  • Delivery and/or organizational support for EMIS trainings for energy associates/energy managers/end users on Data Collection and entering EMIS;

  • Provide support in planning and organization of various events and trainings;

  • Provide inputs to elaboration of programmatic and planning documents;

  • Provide general office support as requested;

  • Maintain project electronic and hardcopy filling system for all project documents;

Provide overall technical and logistical support in implementation of Project activities
  • Assist the project team in tracking overall implementation of project activities;

  • Support in quality research, collection and preparation of relevant data and documents;

  • Assist the project team in supporting, Coordination and oversight of the project’s technical assistance with the selected beneficiary local governments;

  • Provision of minor translation/interpretation services, as requires;

  • Preparation of the meetings and the follow-up notes and reports, as required;

Provide support to building and knowledge sharing
  • Support in organization of Project knowledge management activities;

  • Document lessons learnt and best practices in project;

  • Support to relevant knowledge networks and Communities of Practice;

  • Assist in promotional activities of the project;

Managing data
  • Collects and compiles data with speed and accuracy identifying what is relevant and discarding what is not, records it in an accessible manner and maintains data bases;

  • Thoroughly and methodically collects, verifies and records data demonstrating attention to detail and identifying and correcting errors on own initiative;

  • Transmits file data; creates and generate queries, reports and documents utilizing databases, spreadsheets, communications and other software packages with speed and accuracy;

  • Interprets data, draws conclusions and/or identifies patterns which support the work of others.

Managing documents, correspondence and reports
  • Creates, edits and presents information (queries, reports, documents) in visually pleasing, clear and presentable formats such as tables, forms, presentations, briefing notes/books and reports using advanced word processing and presentation functions and basic database and spreadsheet software;

  • Edits, formats and provides inputs to correspondence, reports, documents and/or presentations using work processing, spreadsheets and databases meeting quality standards and requiring minimal correction;

  • Shows sound grasp of grammar, spelling and structure in the required language;

  • Ensures correspondence, reports and documents comply with established UN standards;

  • Ability to produce accurate and well documented records conforming to the required standard.

Required Skills and Experience Academic Qualifications/Education
  • Bachelor of Science in Engineering;

  • Secondary education with additional two years of experience may be accepted in lieu of University degree.

Experience
  • At least 2 years of relevant project experience is required (4 years with secondary education)

  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and database packages, experience in handling of web-based Management Systems.

Languages Requirements
  • Good written and verbal command of the Local languages and English language.

Other Requirements
  • Familiarity with Energy Management Information System – EMIS is an advantage;

  • Familiarity with UN system and UNDP rules and procedures is an advantage.
