ABOUT THE JOB Overall responsible for ensuring that the Consortium approach to implementation is harmonized and Consortium SOPs for delivery of assistance are correctly and consistently applied across the consortium membership and across the various provinces of implementation, achieved through regular field monitoring of all Consortium members locations and reporting back to the Consortium Management Unit for follow up.  The Coordinator will also be responsible where needed to directly support field teams in complex or large-scale emergency contexts. The Coordinator will be the main point of contact for central communication with GoA stakeholders. The Coordinator may at times be required to represent the Consortium externally and act as Acting Consortium Manager if instructed. Responsibilities: Coordination and representation
  • Collaborate with relevant internal and external technical experts on issues related to the Consortium programme

  • Represent the consortium at relevant coordination meetings

  • Coordinate with sector counterparts in other agencies/cluster in the implementation of activities

  • Ensure good representation and reputation of Consortium at all levels

  • Actively participate in internal coordination meetings

General Programming and Operations
  • Contributes to the daily operation with comprehensive knowledge of Consortium strategy, approach, and SOPs

  • Carry out field monitoring visits as required and produce reports for subsequent review by the steering committee

  • Deploy for emergency support operations as required

  • Participate in preparing monthly/annual highlights/reports and proposals and budgets for donors

Project Development:
  • Constantly monitor changes in Afghanistan’s humanitarian context to be able to respond promptly to any protracted and emerging needs with regards to displacement and specific needs as per mainstreaming gender, age and disability;

  • Monitor funding opportunities and lead the development of new proposals for Emergency Response

  • Assist in developing the projects’ Monitoring and Evaluation tools

  • Assist in project implementation and reporting

  • Prepare weekly, monthly, quarterly and annual reports to relevant authorities as per need

Training and Capacity Building:
  • Where partners may require support, provide on-site refresher training, interpretation of SOPs to drive harmonization and standardization of approach.

Accountability:
  • Monitor implementation of the Consortium operation across the provinces, flagging any deviation from agreed plans

  • Produce timely and quality internal and donor reports in line with organizational and donor requirements;

  • Monitor the Consortium’s commitment to upwards and downwards accountability obligations

ABOUT YOU To be successful in this role you must have: Experience and technical competencies: 
  • At least 5 years of professional work experience in direct emergency response in humanitarian crises

  • Experience in conducting humanitarian coordination based on sectoral standards

  • Understanding of displacement issues and related international standards/frameworks

  • Strong knowledge of sector implementation relevant to Emergency programming (e.g. Protection, ES/NFI, WASH, etc.)

  • Proven experience of different implementing modalities, in particular, the use of cash-based responses

  • Ability to live and work and travel regularly in an insecure and volatile environment is essential

  • Knowledge of a broad range of local contexts in Afghanistan is essential

  • Full professional proficiency in English, Dari, and Pashto

Education/qualifications:
  • Relevant University degree (Master or Post graduate) in a relevant field

Languages:
  • Professional fluency in written and spoken English;

  • Fluency in Dari and Pashto

We Offer:
  • DRC will offer the successful applicant a contract till end of 2020.

  • Salary and conditions will be in accordance with DRC salary scale
