About the job Overall purpose of the role: The Livelihoods/Economic Recovery (LLH-ER) Manager is responsible for the implementation and delivery of DRC’s Economic Recovery programme (basic needs, livelihoods and financial inclusion) activities in Tripolitania to Libyan IDPs, returnees, migrants and refugees and other vulnerable local non-displaced populations . The LLH-ER Manager is expected to provide technical guidance and leadership in all the aspects of the management of the program, including project implementation, planning and supervision of activities, coordination with partners and stakeholders, management of staff and local partners, monitoring and reporting. The LLH-ER Manager will also participate and represent DRC in coordination meetings, in line with agreed DRC advocacy and programming strategy. Programme activities include multipurpose cash assistance, information provision on market trends; life and vocational skills training, job referrals and/or support to home-based small businesses (business development services, capital investment, etc.); promotion of financial inclusion.  Your main duties and responsibilities will be: Programme Implementation
  • Provide overall leadership, management and technical direction of the economic recovery programme, in coordination with and as agreed technically with the Area Manager and the Economic Recovery Coordinator;

  • Plan and implement economic recovery activities, in a quality and timely manner, with the guidance of the Area Manager and Economic Recovery Coordinator, including but not limited to: participatory market assessment; life and vocational skills trainings, business management trainings, design of business plans and provision of grants for small businesses or self-employment, ongoing business mentoring, linkages with relevant market actors including financial service providers, etc;

  • Develop and manage tools and processes pertaining to the effective management of the program, including project workplans, monthly workplans, weekly team meetings, etc. Oversee the planning and implementation of activities by program staff to ensure the effective and timely implementation of all projects

  •  Ensure that plans are informed by sound analysis, with consultations with teams and concerned stakeholders and that programme activities and modalities are devised in promotion of DRC's values, culture and beliefs; and is gender and conflict sensitive.

  • Uphold the professional standards related to Economic Recovery programming in humanitarian assistance, in particular the Minimum Economic Recovery Standards (MERS).

  • Develop and share with team DRC's Economic Recovery  programme monitoring and implementation tools/ guidance docs such as SOPs, tools and forms aligned with standards and monitoring framework

  • Facilitate ongoing communications with relevant partners throughout the project cycle;

  • Take lead in building partnerships with public and private sector actors to link the target groups to markets and facilitate access to (waged and self-) employment opportunities.

  • Provide inputs for the development of DRC Libya’s Economic Recovery strategy, theories of change and operational research initiatives;

  • Contribute to the development of concept notes, logical frameworks, and proposals as needed;

  • Assist in the identification of strong local partners and potential programme synergies to develop for future opportunities;

  • Ensure market price monitoring is conducted in the areas of intervention on a monthly basis and subsequently provide analysis of key market trends, price inflation, market functionality and commodities availability amongst others;

  • Plan, coordinate and supervise the launch of assessments, key informant interviews, and focus group discussions on market-based livelihoods/economic recovery activities;

  • Manage the CVA component of the Economic Recovery project  and ensure the distributions of multipurpose cash assistance are conducted in a safe and accountable manner;

  • Uphold the highest standard of data responsibility when managing records to ensure beneficiary dignity and privacy;

Reporting
  • Contribute to the production of quality and timely DRC and donor reporting on programme activities;

  • Provide periodic reports to the Area Manager, including accurate figures of distributions/referrals done and challenges encountered, in the agreed format.

Representation and coordination
  • Develop and strengthen relationships with potential local partners, stakeholders and communities in order to maintain trust in DRC’s professional standards and quality of work among all stakeholders;

  • Represent DRC at field-level coordination forums (i.e. Cash and Markets Working Group and Livelihoods Working Group) as agreed with the Area Manager;

  • Regularly update mapping of stakeholders implementing Economic Recovery programmes in area of intervention;

  • Ensure coordination with other departments (Protection, MEAL, CCCM, WASH, Shelter as well as support services).

Operations/Support
  • In coordination with the Area Manager, ensure the effective financial management of the differents projects budgets. To this end, plan and authorize expenditures as per existing budgets, review BFUs, produce budget forecasts and cash flow projections, anticipate potential over/under spending and inform the Area Manager

  • If changes/adjustments to donor agreed budgets/outcomes/outputs are required – work with ER Coordinator,  Grants Coordinator & MEAL Manager to justify the change

  • Work with Support Services Manager on procurement plans, delivery schedule etc.

  • Contribute to the effective implementation of all operations support activities, including related to administration, finance and logistics, so as to ensure smooth project implementation. In all matters, comply with internal directives and policies as communicated by the Area Manager, Head of Programme and the relevant support departments.

Staff management, training & capacity development
  • Manage economic recovery staff and support respectful and positive working relationships for the effective implementation of activities. This is to be achieved through leadership, team building, day-to-day support and capacity-building.

  • Ensure objectives for staff are set and that evaluation and performance reviews are conducted on a regular basis for all staff managed. Take responsibility for planning and management of leave for all staff managed.

  • Identify training and capacity building opportunities for staff and ensure they are well versed in key economic recovery and protection concepts relevant to the context, DRC's code of conduct, accountability, respectful dialogue with the target populations, and prevention of sexual exploitation and abuse.

MEAL
  • In coordination with the Economic Recovery Coordinator,  MEAL Manager and the Information Management Officer, develop information management systems that support the effective implementation of the ER activities. To this end, define clear programmatic needs and objectives, and support the development of suitable information management platforms, tools and processes.

  • Monitor programme objectives, outputs, indicators and activities – ensuring team remain on track as per agreed donor commitments

  • Work with the ER Coordinator, MEAL Manager and HOP to lead the design of evidence-based pilot activities, that are responsive and relevant to the target population.

  • Ensure quality monitoring and evaluation of activities, working with relevant MEAL staff to coordinate and roll out MEAL systems, ensuring adequate monitoring, documentation and reporting of activities against relevant indicators.

  • Ensure learning from the ER programme is  documented/captured, consolidated and disseminated, contributing to knowledge building and sharing within Libya and globally to influence policies and programme planning

Other
  • Conduct other tasks as requested by the Area Manager for the effective implementation of DRC’s projects, including support to capacity-building and proposal development activities and other duties.

About you To be successful in this role we expect you to University Degree or higher education in the field of Business Administration, social sciences, Economics, political sciences, development or any other related field. Moreover, we also expect the following: Required Experience and technical competencies:
  • At least five years of management experience in Economic Recovery (livelihoods, financial inclusion) and Cash and Voucher Assistance programmes with an INGO. Programming experience in displacement contexts, including in protracted situations and fragile context is an asset/preferred

  • Solid technical experience in implementing market-based income generation promotion (waged and self-employed). Previous experience implementing multipurpose cash assistance programme components is strongly recommended.

  • Fluency in written and spoken English.

  • Solid experience in project management including project monitoring, reporting, data management and budgeting.

  • Prior experience in managing/capacity strengthening staff and leading teams

  • Ability to work flexibly in a diverse teams;  with strong interpersonal skills and ability to maintain good communication channels with relevant stakeholders

  • Strong organizational and time management skills.

  • Demonstrate ability in thinking creatively and practically to improve the quality of programming and achieve greater impact

  • High-level of computer literacy.

  • Commitment to integrate gender, conflict sensitivity and accountability into programming

Desirable
  • Arabic is an asset.
