The data revolution is an essential cornerstone of the 2030 Agenda for Sustainable Development with data considered to be one of the fundamental pillars of the accountability framework of the 2030 Agenda. However, online access to quality data in the Arab region remains difficult. Data and knowledge resources on development issues in the Arab region are often outdated, unreliable, and fragmented across multiple international, regional and local sources. When available, access to credible and official data is burdensome. By having access to and effectively using data, individuals, firms and communities in the Arab region can become more actively and meaningfully engaged in rethinking development policies, taking fact-based positions, or leading on entrepreneurial initiatives, thereby contributing to the sustainable development of their countries and regions. The Arab Development Portal (ADP) is an initiative of the Coordination Group of Arab, National and Regional Development Institutions (CG) to create a knowledge platform to promote timely and high- quality knowledge and advance data-driven Analysis and debates,advocacy and policymaking in the Arab region. The United Nations Development Program (UNDP), Regional Bureau for Arab States (RBAS) launched ADP online on 25 April 2016, as a bilingual data warehouse and knowledge platform offering data and knowledge on key development topics in the Arab region based on national and international sources. The primary target audiences for ADP include decision-makers in the public sector, private sector, academia, media and civil society with an active interest in development efforts in the Arab region. Leveraging on Big Data technology, the ADP data portal was revamped in March 2018 to enhance the research experience of users enabling them to search for, visualize, extract, share and therefore analyze and create content based on official statistics. ADP has also expanded its database to enhance its thematic coverage of the Sustainable Development Goals (SDGs) and launched the first regional SDGs Tracking Tool1 in the Arab region, offering a multi-level SDG monitoring framework based on the global indicators, but also on national indicators and targets identified in national development plans of Arab countries. ADP currently offers data users a multi-source and bilingual database hosting 15 thematic topics and more than 7,200 unique indicators accessible through advanced data browsing and visualization options. In light of this and within the scope to improve access to knowledge and promote data dissemination in the Arab region, the ADP wishes to recruit an Economic Officer. The Economic Officer will contribute analytically to the Content Development of the Arab Development Portal and will conduct quantitative analysis on SDGs, various development topics and on the socioeconomic impact of Covid-19 on development in the Arab region. He/She will follow-up on the status of data and key development topics in the Arab region, organize related workshops and connect with strategic partners and Communities of Practice to enhance ADP’s visibility especially among the network of national statistical offices. He/She will report directly to the ADP Manager/ Technical Specialist and is required to exhibit his or her full-time commitment to the ADP Project. Duties and Responsibilities
  • Contribute to the background research and drafting of web-briefs on different socioeconomic issues, especially energy, labor, education, poverty and inequality;

  • Conduct quantitative research based on latest available data;

  • Conduct independent research on economic and development topics, determine relevance, validity and accuracy of data provided by different sources;

  • Produce briefing notes in both English and Arabic;

  • Support in the Design of new analytical research tools that generate statistical reports on various topics and dimensions;

  • Reach out to national statistical offices (NSOs) to maintain a solid working relationship with the NSOs focal points;

  • Explore new areas of cooperation with NSOs and other data producers in the Arab region;

  • Prepare tables, graphs, fact sheets, and written analytical reports summarizing research results;

  • Verify the accuracy and validity of research work submitted by external consultants and research assistants;

  • Review and edit translated material (En-Ar and En-Ar);

  • Contribute to a calendar of outreach activities, including events, workshops, e-learning courses and other communication opportunities by designing various activities;

  • Coordinate with ADP Manager and Coordinator to set an automated data transfer protocol between the national statistical offices, ministries and ADP;

  • Draft and deliver presentations on behalf of ADP;

  • Organize working groups, workshops and draft material on the status of data and key development topics in the Arab region;

  • Perform any other substantive task that might be requested by the Project Manager and Technical Specialist.

  • Outstanding written communication and presentation skills;

  • Friendly, enthusiastic and positive attitude;

  • Good knowledge of social media and other basic marketing platforms;

  • Proven ability to multi-task and to work effectively in a team and in a pressured environment;

  • Ability to work under tight deadlines and in a multicultural environment.

Required Skills and Experience Education:
  • Bachelor’s or master’s degree in Economics or any other related field.

  • A minimum of Six (06) years of professional experience conducting economic research and statistical analysis on Arab countries with a bachelor’s degree, or four (04) years with a master’s degree;

  • Demonstrated experience in coordinating and following-up with strategic partners;

  • Demonstrated experience in analytical work related to socio-economic development of Arab countries;

  • Strong experience drafting reports, concept notes and press releases;

  • Proven background knowledge on the SDGs;

  • Previous UN experience is preferable.

Other Skills:
  • Computer skills including internet navigation, and various office applications.

  • Fluency in written and spoken Arabic and English is required; Knowledge of any other UN language is an asset.
