Job Description

The Aspire to Innovate (a2i) Programme builds on the Government of Bangladesh’s efforts to introduce a citizen-centric culture of innovation in civil service to improve service delivery and make services more inclusive, affordable, reliable and easier to access. This project will provide support to establish institutional mechanisms and improve accountability to accelerate SDG achievements in Bangladesh. This project will have three components: 1.         Institutionalizing Public Service Innovation and Improving Accountability 2.         Catalyzing Digital Financial Services and Fintech Innovations 3.         Incubating Private Sector-enabled Public Service Innovation ‘Aspire to Innovate (a2i) Programme’ is looking to recruit a e-Learning Specialist who will be responsible to Design and carry out specialized research towards skills and professional development of government officials, youth, teachers, marginalized people, and other target audience and policy formulation, capture local and international best practices and extract lessons for policy input and draft policy documents for learning and innovations in education. The project is funded by the Government of Bangladesh, UNDP and other development partners, and is implemented by ICT Division. Summary of Key Functions
  • Design and conduct appropriate research initiatives for skills and professional development, innovations in learning and policy formulation

  • Provide advisory/policy support to respective ministries/divisions and relevant stakeholders to design and implement e-learning/e-training with guidance from the Innovation Advisor/Director

  • Provide guidance to develop a sustainable e-learning platform for skills and professional development for the different stakeholders

  • Capture local and international best practices and extract lessons for policy input and draft policy documents

  • Draft new strategies for innovations in education and learning initiatives and coordinate crosscutting policy initiatives among stakeholders

  • Function as an effective team member of Innovation component of the project.

  • Perform other related duties and responsibilities as and when required assigned by project management

Duties and Responsibilities 1. Design and conduct appropriate research initiatives for skills and professional development, innovations in learning and policy formulation
  • Design and conduct specialized research and policy formulation on skills and professional development through e/m-learning, demand Analysis and appropriate innovation

  • Develop an e-learning strategic plan of implementing online based and blended learning/training for skills and professional development

  • Coordinate with publication of various research reports and other knowledge products in local and international academic and professional platforms

  • Develop rapid drafts of policy briefs and make policy presentation on e-learning and education as and when needed

  • Provide guidance to engage the students, teachers, govt. officials and other stakeholders to bring out innovations in learning, skills and professional development

2. Provide advisory/policy support to respective ministries/divisions and relevant stakeholders to design and implement e-learning/e-training and education with guidance from the Programme Advisor/Director
  • Consult with the relevant ministries, divisions, directorates, training institutes, etc. as required and guide to ensure the relevance and appropriate initiatives in e-learning and innovation.

  • Provide support for developing e-learning, education and innovative initiatives in collaboration with GoB, development partners, private organizations and other stakeholders

  • Provide support to develop capacity of the government organizations and relevant stakeholders to design and implement e-learning/blended learning and e-training

  • Provide guidance in developing Monitoring and Assessment strategy for e-learning and education

3. Provide guidance to develop a sustainable e-learning platform for skills and professional development for the different stakeholders
  • Carry out methodical research to identify existing relevant e-learning initiatives for govt. officials, youth, teachers, migrant workers, marginalized people and other stakeholders

  • Design an effective and sustainable e-learning framework for professional and skills development in collaboration with government and private organizations, academia, industries and relevant stakeholders

  • Provide guidance to develop e-learning platform for govt. officials, migrant workers, youth, teachers, educators and other stakeholders

  • Develop and maintain strategic partnerships with government agencies and potential organizations/ donors/ individuals to incubate, pilot and scale up e-learning for skills and professional development

  • Provide input to develop e-learning content for different stakeholders based on the research outcomes

  • Assist team to develop methodologies to assess impact of developed e-learning content on target audience

4. Capture local and international best practices and extract lessons for policy input and draft policy documents
  • Explore relevant best e-learning and education best practices at local and international level

  • Support relevant agencies to adopt the best practices after adequate localization in national and international level

  • Design and facilitate study tours and exposure visits to extract lesson from the best practices of innovations in learning and education

5. Draft new strategies for innovations in e- learning initiatives and coordinate crosscutting policy initiatives among stakeholders 
  • Explore and review the possible areas of innovations in e- learning and education initiatives

  • Explore e-learning initiatives for the persons with disabilities for skills and professional development

  • Identify key policies and regulations that are necessary in order to develop fully enabled learning and innovations in education

  • Sensitize the stakeholders and advocate for necessary policy initiatives

  • Coordinate the policy initiatives with stakeholders on e-learning and education

  • Prepare partnership agreements with selected ministries/division/directorates/agencies/institutions, academia, industries and private sectors, development partners on e-learning, Capacity Development and innovations in education, etc.

  • Develop linkages with large scale programme with relevant stakeholders for education, e-learning, and capacity development.

Education: Master’s or Postgraduate degree in Development Studies, Public Administration, Business Administration, Education, or any other subject of social science discipline. Experience:
  • 3 years’ relevant work experience in national or International organization including 10 years’ experience in education/ICT in Education/e-learning and related activities and 3 years’ experience in designing and implementing online/blended learning and training for large groups of people and diverse audiences

  • Experience in designing and facilitating consultations on e-learning with senior policy makers, private sector and development partners is desirable

  • Experience in working with government agencies, development partners and private sectors, academia and industries will be preferable

  • Previous working experience with UNDP or UNDP funded projects or any other international organization in Bangladesh will be an advantage
