Job Description

The Department of Safety and Security (DSS) is mandated to support the full and safe implementation of all UN activities and operations globally. To this end, the work of the Department is aligned under a clear mission, to enable United Nations system operations through trusted security leadership and solutions. The Director leads and manages the Division of Specialized Operational Support with responsibility for the overall smooth functioning of the Division and the delivery of outputs. The Director reports to the Assistant Secretary-General (ASG) for Safety and Security under the overall guidance of the Under-Secretary-General (USG).

Responsibilities

Within delegated authority, the Director is responsible for the following:

• Directs and manages the Division of Specialized Operational Support to provide integrated strategic and operational support across the United Nations Department of Safety and Security (UNDSS), to enable delivery of its mandate and mission.
• Contributes to the formulation of the Department’s overall strategies and policies by providing input to senior management meetings, preparing documents on substantive issues related to the work of the Division and delivery of the Department’s mandate, and acting, as required, in an advisory capacity to the ASG and USG; contributes to the overall management of the Department’s integrated activities and operations.
• Provides leadership to the development of innovative and/or change management programmes to more efficiently and effectively deliver the Department’s vision, mission and strategic objectives in an integrated manner.
• Contributes to achievement of the Department’s strategies and priorities.
• Fosters teamwork and communication among staff in the Division and across organizational boundaries.
• Develops policies, standards and best practices in relation to the work of the Division and ensures compliance.
• Formulates and implements the substantive work programme of the Division, determining priorities and allocating resources for the completion of outputs and their timely delivery.
• Oversees the management of activities undertaken by the Division, ensuring that programmed activities are carried out in a timely fashion and coordinates work in the different areas both within the Division and Department, and with other Departments, agencies, funds and programmes as appropriate.
• Coordinates key enablers covering training, close protection coordination, physical security, critical incident stress management, road and aviation safety, and information management in an integrated manner that enables the operational activities of UNDSS, the Integrated Security Workforce (ISW) and the United Nations Security Management System (UNSMS).
• Ensures that the outputs produced by the Division maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the office/division under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
• Undertakes the programmatic/administrative tasks necessary for the functioning of the Division, including preparation of budgets and reports to intergovernmental bodies, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), and ensuring implementation of the Department’s gender strategy.
• Oversees the workforce planning and timely recruitment of staff for Division taking due account geographical and gender balance and other institutional values.
• Manages, guides, develops and trains staff under his/her supervision
• Liaises, consults and maintains ongoing relationships with stakeholders and other organizational units within the Department.
• Perform other duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in public policy and administration, business administration, law, political/social sciences, international relations, or a related area. A relevant first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

Over fifteen years of progressively responsible experience in public or business administration; management; international relations; and/or political, humanitarian, security, or development affairs is required.
A minimum of five years of this experience must be in senior leadership and management at the international level, managing large, multi-dimensional/functional teams.
A proven track record of leadership and management in multicultural settings in a politically sensitive context is required.
Experience in change management and stakeholder engagement is required.
Experience of field operations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English (both oral and written) is required. Knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
