Project Background HIV Services and System Strengthening (HS3) is a five-year, global project funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Agency for International Development (USAID), with a period of performance from April 24, 2019 to April 23, 2024. In this country of 10.4 million inhabitants, there are approximately 751,080 FC. Of the approximately 70,777 People Living With Hiv (PLHIV) across the country, approximately 26,316 are FC, and the provinces supported by PEPFAR contain almost two thirds of all FC.

In FY21, HS3 will support PEPFAR's Annual Operational Plan for the Dominican Republic (DR20) that details the revised strategy to achieve control of the HIV epidemic among Focus Clients (FC), defined as individuals of Haitian descent residing in the DR. The project will continue monitoring health worker challenges and constraints and work with both key DR counterparts the USG and other international donors to ensure the continued provision of services to our project beneficiaries taking into consideration the new challenges to implementation caused by the Covid-19 pandemic. HS3 will also take on new initiatives and support an expanded geographic coverage; some activities will no longer be implemented directly by HS3, such as Health Systems strengthening interventions; and HS3 will be updating its core approaches, incorporating lessons learned, in order to improve direct service delivery. To improve direct service delivery, HS3 will restructure its relationship with partner CSOs and supported clinics to ensure HS3 technical staff will have direct oversight of project financed contributors such as peer navigators and clinical staff.

Job Summary: Leads the development and implementation process of a company's services involving departmental or cross-functional teams focused on the delivery of new or existing projects. May use statistical Analysis systems, such as SAS, as appropriate. Plans and directs schedules and monitors budget/spending. Monitors the project/program from initiation through delivery. Organizes the interdepartmental activities ensuring completion of the project/program on schedule and within budget constraints. Selects, develops and evaluates personnel to ensure the efficient operation of the function .


  • Provides technical oversight to one or more programs to ensure compliance with company policies and procedures.
  • Produce weekly, monthly, quarterly, semiannually and annually work plans and implementation reports
  • Produce visualization of data to report the level of progress of targets assigned by the donor (PEPFAR/USAID)
  • Represent the HS3 projects in the M&E meetings organized with the national counterparts (Ministry of health -MOH and National Health Service - NHS) and with the donor
  • Supports Capacity Building and contributes to the overall strategic goals of any assigned programs.
  • Creates or revises proposals as need to facilitate strategic goals.
  • Trains staff on procedures and policies to achieve departmental and organizational goals.
  • Supports management with recommendations for process improvement to achieve strategic goals.
  • Supports performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.

Supervision Given/Received:

  • Manages a team of 8 staff that includes an M&E Advisor, Health informatics, advisor, and IT advisor, and five provincial M&E officers
  • Manages the budgets, methods and strategies of the department.
  • Recommends solutions to management on strategy, operational, and business decisions that affect the department.


  • Master's Degree or its International Equivalent • Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.


  • Typically requires 10+ years of project management experience within a research environment.
  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
  • Must be able to read, write and speak fluent English and Spanish.
  • Related prior work experience preferred.

Typical Physical Demands:

  • Typical office environment.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift 5-50 lbs.

Technology to be Used:

  • Personal Computer, Microsoft Office (i.e. Word, Excel, PowerPoint, etc.), e-mail, telephone, printer, calculator, copier, cell phones, PDAs and other hand held devices.

Travel Requirements:

  • Greater than 25%
