FHI 360 serves more The Goldozi Project (“Goldozi,” embroidery in Dari) is a four-year USAID-funded project, awarded to FHI 360 under the Afghan Jobs Creation Program (AJCP), focused on creating and/or improving jobs in the embroidered products value chain for 15,000 women embroiderers and 500 predominantly female lead entrepreneurs, who will market their products in targeted high-value markets. The project currently works in provinces in and around Kabul, and aims to reach and benefit mostly poor and marginalized home-based women embroiderers, to increase their incomes through skills development and sustainable business growth. Goldozi will pull from a large pool of talented Afghan women embroiderers to upgrade their skills, establish a class of professional intermediaries, create linkages in domestic and international markets, and disseminate market information. Simultaneously, Goldozi seeks to generate domestic and international demands for Goldozi-supported product lines. Job Summary: FHI 360/The Goldozi Project is currently seeking qualified candidates for the position of Director of Program Implementation (DPI). The main purpose of this position is to supervise and manage the day-to-day activities of key program areas namely value chain support, business development and marketing, learning and skills training, and mobile and digital sales, to ensure high performance of local implementing partners and technical deliverables under the Cooperative Agreement. As a key member of senior management team, the DPI will be an FHI 360 employee working in and placed at the FHI360/Goldozi office in Kabul. Under the guidance of the Chief of Party, the PID will:
  • Ensure effective implementation of project activities in collaboration with project staff and implementers

  • Manage all program areas i.e. marketing and business development, value chain support, skills training, etc

  • Provide focused technical assistance as needed to local implementing partners to ensure smooth implementation of all technical interventions in support of project beneficiaries

  • Identify new and strengthen existing market linkages to establish long-term relationships between buyers, sellers, and embroidered products producers and embroidered products value chain actors.

  • Manage for results ensuring technical interventions translate into expected project results and targets

Duties & Responsibilities:
  • Provide technical and programmatic inputs and insights to work plans, monitoring plans and implementation strategy ensuring the best possible technical direction for the project

  • Supervise program teams and ensure effective implementation of the annual work plans

  • Develop and implement practical mechanisms for program delivery

  • Effectively engage with stakeholders and beneficiaries to provide implementation oversight and monitor project progress

  • Support the COP and senior management team by providing technical advice and programmatic perspective to support critical project decisions

  • Support the DCOP and M&E Specialist to develop, maintain, and conduct ongoing quality assessments of the project technical functions and local implementing partner performance, consistent with project and donor rules and requirements.

  • Share best practices and new approaches to technical implementation of project components. Represents the Goldozi Project at meetings, workshops, and other events as required.

  • Provides insights to and ensures effective implementation of Goldozi (digital) marketing and export sales plan as well as business development and embroidery branding strategy

  • Establishes and grows working relationships with private sector stakeholders in the embroidered products and textiles value chains.

  • Coordinates activities with implementers and stakeholders in targeted areas and where applicable facilitate communication between The Goldozi Project and partner organizations.

  • Lead, coordinate and ensure preparation of timely and quality reporting deliverables for USAID (quarterly, annually, and other required FHI 360 reporting).

Technical Focus Areas Value Chain Support:
  • Direct, manage and support day to day activities of the value chain team and those of the grantees

  • Engage in regular and context specific value chain analyses and provide solutions to problems

  • Oversee cost estimates and financial planning for grantees in close coordination with the Finance Manager and the Grants Manager.

  • Collaborate with ad-hoc crosscutting technical experts to address gender integration and environmental concerns and issues surrounding market linkages, deals and transactions support overall business development.

  • Maintain good relationships among Goldozi stakeholders, particularly Goldozi Partnership Network GPN members.

Marketing, Business Development and Communications:
  • Oversee the management of the marketing team and Goldozi grantees through market intelligence, developing marketing and product strategies, and links with market-related service providers.

  • Direct planning processes for market exposure visits and B2B meetings between value chain actors to increase the ability of project beneficiaries to identify market opportunities and understand how to develop products, including perceptions of quality, competition, demand levels and buyer preferences.

  • Guide the value chain team and grantees in connecting Goldozi beneficiaries with priority buyer contacts and representatives.

  • Identify and provide capacity building to grantees where appropriate, in collaboration with the value chain team, to strengthen domestic and international market linkages.

  • Oversee Goldozi branding support activities and ensure promising embroidery brands sustain after Goldozi

  • Working with the Communication Specialist, plan and execute a comprehensive marketing/communications campaign to reach target audiences through appropriate channels (i.e., social media, e-mail, television, radio, etc.).

  • Coordinate with the Monitoring and Evaluation unit to report data on markets, sales, and jobs creation and income generation.

  • Identify, organize, and implement marketing events, such as exhibitions and trade shows, and play an integral role in the planning and implementation of two Industry Conferences over the life of the project.

Learning and Knowledge Sharing:
  • Oversee the learning unit and ad-hoc experts in the design, development, and implementation of training strategies for grantee Master Trainers and project beneficiaries, including advanced performance technologies and training methodologies.

  • Work with the Monitoring and Evaluation Manager to determine baselines and ways of measuring progress of project participants’ in a variety of different training settings (e.g., Goldozi Certificate Program, gender-based family forums, and other demand-driven training initiatives).

  • Recognize and analyze training-related problems, and working with the Learning Specialist, apply appropriate techniques to resolve problems with emphasis on gender sensitization and the Afghan cultural context.

Mobile Application:
  • Oversee the role of the Mobile Application Specialist, in rolling out a custom-designed, open-source Goldozi Mobile Application for Lead Entrepreneurs, that will enhance the tracking of sales and inventory management, preparing cross-cutting training materials, and delivering training to project beneficiaries in coordination with the Learning Specialist and Technical teams.

  • Direct and support activities with FHI 360’s local and international technology partners on all aspects of the Mobile Application to monitor ongoing activities and conduct necessary follow-up, to support the features of the mobile application.

  • Support the Mobile Application Specialist to ensure time estimates and priorities remain on track, to align with cross-functional goals and product benchmarks.

  • Master’s degree in business management or marketing, international development, or related field and seven to ten years of experience in a relevant field in a management role; or bachelor’s degree with three additional years of relevant experience.

  • A minimum of five years’ experience in a supervisory or management position in marketing, business development or sales preferably in embroidery, textiles or export sectors.

  • Experience designing and implementing value chain development activities and interventions

  • Experience in decision-making for and providing technical assistance to local implementing partners

  • Ability to solve problems and develop and implement corrective actions as needed.

  • Experience providing guided technical assistance and mentorship to staff and local implementing partners

  • Knowledge and experience working in the textiles sector and embroidered products value chain is a big advantage.

  • Excellent interpersonal skills with people at all levels, internally and externally

  • Strong written and oral communication skills, including presentation skills.

  • Strong coaching/mentoring skills.

  • Effective planning and project management skills with the ability to set and work within tight deadlines.

  • Experience in gender-sensitive value chain development a plus

  • Ability to regularly travel to the Goldozi target areas as and when needed, in and around Kabul.
