Technology is disrupting industries, and the International Monetary Fund (IMF) is transforming its core business functions. Key themes within this strategy will require transformation across the IT function, such as changing how we work by transitioning from a project to a product-centric model and adopting automation through DevSecOps practices. Additionally, we are investing in our people through reskilling and upskilling initiatives. As part of this transformation, the IT Department is seeking a Knowledge Management Platforms Family Owner within the Content Life Cycle Management Division. Under the direction of the Content Life Cycle Management (CLM) head, and in collaboration with other colleagues, the Deputy Division Chief (Knowledge Management Platforms Family Owner) assumes a wide range of strategic and operational duties concerning the digital transformation and Knowledge Management Platforms (KMP) in the CLM Division. The successful candidate will be a visionary and strategic leader with a sound knowledge of business management and a working knowledge of KMP technologies along with an understanding of the broader IMF digital ecosystem. Being knowledgeable about both internal and external business environments is essential for the success in this role. Main Responsibilities:
  • Contribute to the planning and implementation of the KM work program and Digital Workplace working closely with the business partners and KMP staff.

  • Provide strategic, tactical, and operational support to the CLM head, often handling the oversight of projects in the areas of responsibility.

  • Demonstrate operational discipline, organizational change management and leadership via insights and actions.

  • Lead, develop, and supervise staff in the KMP area. Mentor, coach, and provide growth opportunities for staff in the KMP area.

  • Design and execute an organizational change strategy that supports IT transformation toward a product centric model, DevSecOps adoption, and upskilling/reskilling programs.

  • Influence enterprise technology strategy initiatives and partner with leaders to drive initiative planning and execution.

  • Advise the CLM head on the activities and coordination of work in the KMP area.

  • Vet and prioritize client and internal ITD requests and routes to the appropriate business or ITD unit.

  • Draft speeches and presentations for delivery by (or on behalf of) the CLM Head;

  • Review and provide input on selected policy and operational papers.

  • Actively contribute to a culture of valuing and leveraging the organization’s knowledge by assisting with training and communications and attending meetings to raise the profile of the KM team, promote its service and encourage contribution from users.

  • Coordinate and provide input on information requests from Management, ITD Senior Managers and other clients and stakeholders;

  • Advise on issues related to individual platform families and the integration of several platform families.

  • Identify platform requirements and works with Enterprise Architects, Business Analysts, Solution Architects, Platform Architects and Platform Owners to develop solutions that satisfy business needs.

  • Be a key advocate for all technology transformational change across both our technology and business teams.

  • Support the growth in the KM platform and build continued momentum in the visibility and use of the system tools across the user communities.

  • Work directly with the business units to facilitate risk assessments and risk management processes.

  • Understand and interact with related disciplines through committees (e.g., governance steering committees or working groups) to ensure the consistent application of policies and standards across all technology projects, systems and services.

  • Provide leadership to the enterprise's knowledge management organization (core and extended teams).

  • Assist with overall business technology planning, providing current knowledge and a future vision of secure technologies and systems.

  • Support the drive for KM to enhance client service.

Qualifications

  • Advanced degree in Business Administration or a technology‐related field required plus 11‐15 years of IT experience particularly in the areas of application development and support.

  • Advanced information technology skills and a demonstrated experience assessing and implementing emerging technologies (e.g., Artificial Intelligence / Machine Learning capabilities).

  • Exceptional project management and organization skills;

  • Knowledge of established KMP standards, common processes and tools;

  • Demonstrated ability to provide thought leadership, best practice, research and support and/or training;

  • Keen ability to participate in and fully engage in projects as part of product and platform teams;

  • Drive to continuously develop and improve services offered by KMP;

  • Experience in the areas of knowledge and information management including web content management, digital marketing, collaboration, video, enterprise search, text analytics, content authoring, document and records management and digital archives;

  • Experience with knowledge management systems’ information architecture and workflow automations;

  • Experience with contract and vendor negotiations and oversight of managed service providers.
