Deputy Chief of Party (DCOP) Programmatic, Cuso International (Cuso) Location: Bogota, Colombia Reports to: Chief of Party (COP) Language requirements: Fluency in Spanish and English is required; if English is not a native language, ability must be documented, as per the request for applications. Eligibility: Must be legally able to work in Colombia and minimum 10 years working in Colombia is required; relocation allowance is not provided Status: Full-time permanent position; *this position is contingent upon successful award of the program and the selection of final applicants is subject to USAID approval.* Job Description: Cuso, created in 1961, is a development organization that works to reduce poverty and inequality through the efforts of highly skilled volunteers, collaborative partnerships and compassionate donors. Cuso works in developing countries in Africa, Asia and Latin America and the Caribbean and currently has programming in 12 countries, including Colombia, in the areas of Inclusive Sustainable Economic Growth (ISEG), Sexual Reproductive and Health Rights (SRHR) and Gender Equality and Social Inclusion (GESI). Cuso is seeking applications for a DCOP Programmatic for the anticipated five-year USAID Weaving Lives and Hopes (WLH) program in Colombia, the purpose of which is to “advance reconciliation among victims, ex-combats and other citizens” of the armed conflict. This program will provide support to community-based initiatives and Civil Society Organizations that represent conflict survivors and advocate for conflict survivor’s rights and Access to Services, particularly those related to mental health, social and community resilience and Conflict Resolution as well as economic empowerment and access to employment opportunities. The DCOP Programmatic, working under the direction of the COP, will be responsible for directing and leading the technical activities of the program as well as overseeing the technical long-term and short-term experts for the execution of the program. DCOP Programmatic Main Duties: In Coordination with the Cuso Colombia office and Canadian Headquarters (HQ), the DCOP Programmatic will be in charge of the following tasks: · Lead oversight of program technical quality and objectives as assigned by COP; · Serve as a point of contact for technical experts and regional office staff on technical issues; · Assist the COP in preparation of annual work-plans and budgets, program activity updates, and other program-related communication and reporting materials; · Oversee a team of programmatic specialists and ensure clear roles and responsibilities and lines of communication are maintained amongst the team members and activities are implemented as per annual work plans; · Ensure program activities are community-led, gender sensitive, inclusive, and build local capacity; · Ensure staff and partner knowledge of and familiarity with assistance responsibilities and requirements; · Ensure staff implementation of activity procedures meets high quality standards; · Assist in preparing detailed monthly updates and quarterly programmatic reports for USAID and Cuso HQ; · Support monitoring, evaluation, and learning (MEL) activities alongside programmatic responsibilities; and · Travel within Colombia and/or internationally as needed. DCOP Programmatic Required Qualifications: · Bachelor’s degree or higher in fields of law, Human Rights, international development, international affairs or mental health, with some experience in peace and post-conflict efforts, and in rehabilitation and reconciliation issues or other relevant field. Master’s degree or higher preferred; · At least ten (10) years of professional experience managing technical activities related to community-based service provision, increasing economic empowerment and employment opportunities, peace-building and post-conflict related areas, institutional and organizational strengthening, etc.; · At least five (5) years of experience in managing USAID programs; · Professional experience with large scale ($20+ million) and complex programs. Experience in program start-up and close-out preferred; · Demonstrated understanding of Colombian peace agreement and regional context; · Demonstrated understanding of community-based service provision, including in the mental health area, peacebuilding and resilience building activities, economic empowerment, and/or economic empowerment and employment opportunities; · Demonstrated commitment to GESI as well as youth and ethnic integration in the programmatic and operational aspects of WLH, as well as in team composition and inclusivity; · Demonstrated knowledge, skills, and experiences in programmatic leadership; · Experience supervising large teams is required; · Knowledge of USAID rules and regulations; · Experience collaborating with and supporting MEL teams; · Strong oral and written communication skills in Spanish and English; · Excellent interpersonal and management skills and a team-player; and · Relevant Computer Software skills, including, at a minimum, Microsoft Office.
