Project Summary: “Afghanistan's Measure for Accountability and Transparency” project (AMANAT) is a USAID activity focused on supporting Afghan government and non-government institutions reduce and prevent corruption in the delivery of public services. The project works closely with local counterpart agencies to identify public services that are particularly vulnerable to corruption, develop mitigation strategies, implement those initiatives, and monitor their impact. Examples of AMANAT's reforms include administrative streamlining, improved internal controls, e-governance applications, more open data, and strengthening complaints handling by government agencies. The project also promotes better communication of these reforms to generate more public trust in government. In addition, civil society, business and the media play major roles in AMANAT by conducting robust monitoring and oversight of these institutional reforms and their impacts. Position Summary: The Deputy Chief of Party (DCOP) will report to the project's Chief of Party, will work closely with the technical teams, and will specifically manage the civil society, grants and communication teams. The DCOP must fulfil the role as Chief of Party when the Chief of Party is absent. The DCOP must be able to interact effectively with the project's USAID Mission counterparts, the US Embassy, other donors, and host country beneficiaries in both government and civil society. This is a full-time position in the project's Kabul office. Initially, the selected applicant will work remotely due to the COVID-19 situation. Responsibilities: · Provide technical support to all the project's team leads and technical managers across the project's government and non-government activities · Focus on management of the project's civil society sector activities, in particular, including supervision of the Grants Manager, the Civil Society Organization (CSO) technical team, and the Communications & Outreach Specialist · Provide targeted technical leadership for grants and CSOs, working with the CSO team, and building CSO, media and business sector capacity and engagement · Strengthen CSO and media's capacity to oversee and monitor government reforms · Provide guidance and leadership to develop impactful and innovative programming · Provide training and technical assistance to oversee and advocate for implementation of reforms · Provide significant leadership to ensure the grants program moves forward effectively · Provide management support to the Chief of Party in strategic development and management of activities, development of reports and deliverables, monitoring of activity impacts/results, and carrying out the approved technical approach and work plan Qualifications: · Bachelor's degree in legal studies, management, international development, or a related field of study is required · A minimum seven years of progressively responsible experience in anti-corruption · A minimum of three years of management and supervision experience is required · Strong interpersonal/diplomatic skills · Strong analytical and gender analysis skills · Demonstrated experience at developing institutional capacity in government institutions and CSOs · Strong bilingual communication skills, including written and oral English and Dari or Pashto Reasonable Accommodations: MSI is dedicated to hiring an inclusive workforce.
