We are looking for a highly qualified, self-motivated DDG Project Manager – Conflict Management who is able to manage a large mobile and emergency response programme, work with diverse teams of both national and international staff, and equipped with technical skills to develop and strengthen emergency response capacity in a highly complex crisis.
Danish Refugee Council (DRC) is operational in South Sudan since 2005, working with the overall aim of achieving durable solutions for displaced populations. The Danish Demining Group (DDG) started Humanitarian Mine Action in 2006.
Danish Refugee Council main programme objectives (2019-2021) in South Sudan are:
1. To save lives and alleviate suffering among displaced people and their hosts
2. To reduce displacement related risks and support and facilitate solutions
3. To promote peaceful, inclusive and resilient societies and address root causes to displacement
DRC primarily operates across Upper Nile and Unity states, both of which are heavily affected by conflict and experience high numbers of internally displaced populations as well as refugees in need of humanitarian assistance. DRC has operational bases in Maban, Malakal, Kodok and Aburoc in Upper Nile and in Bentiu, Mayom, Kodok and Ajuong Thok in Unity state, supported by a country-office in Juba.
DRC recently developed important multi-sectorial mobile response teams based in Juba able to rapidly respond to new and urgent humanitarian situations countrywide at short notice to conduct assessments and responses
Purpose of the post
The DDG Project Manager is responsible for the implementation of all aspects of the Armed Violence Reduction programme in South Sudan, which delivers activities focused on social cohesion and conflict sensitivity outcomes (with a particular focus on youth). This includes planning and implementation of project activities, development and management of project budgets, timely and high quality narrative and financial reporting, preparing funding proposals in order to sustain and grow the project, management of project staff, and representation of DRC/DDG’s South Sudan’s AVR programme.
- Contribute to the development and implementation of DRC/DDG’s internal strategies for South Sudan, including sector-specific and country-level strategy documents;
- Work with DRC/DDG Technical Coordinators to identify and develop technical approaches for integrated programming, particularly in the areas of Protection and Food Security and Livelihoods (FSL).
PROJECT MANAGEMENT & DEVELOPMENT
- Field-based supervision and quality control of activities implemented by AVR teams;
- Ensure quality control and timeliness of daily activity reporting from field, including Capacity Development of staff to effectively document and analyse information being gathered in the field;
- Prepare quarterly work plans for AVR teams, including through planning with DRC Technical Coordinators on integrated actions;
- Ensure the proper and timely implementation of project activities according to work plans and donor requirements;
- Develop annual Monitoring, Evaluation and Learning (MEAL) plans and ensure their implementation;
- In collaboration with the MEAL Manager, design and oversee delivery of field-based qualitative / quantitative survey supporting AVR programme needs assessment and evaluation (including conflict Analysis);
- Develop and review programme tools, manuals and guidelines for the porgramme’s AVR activities, to be used by project staff and other DRC/DDG departments as required;
- Work closely with field-based DRC Protection and Food Security and Livelihoods (FSL) teams to identify, engage and target beneficiaries for support. Act as the focal point for all AVR programme liaison with DRC/DDG sectors and external partners, with the aim of facilitating multi-sectoral support to DRC/DDG’s beneficiaries.
ORGANISATIONAL & PEOPLE MANAGEMENT:
- Deliver training on new programme concepts and methodologies;
- Provide quality assurance and regular input to training packages and approaches, as developed / delivered by the Technical Field Manager
- Line management of project staff:
o Provision of initial programme induction training for new project staff (tailored to position functions)
o Ensuring delivery by them of timely and high-quality outputs;
o Developing performance plans and holding performance appraisals for all project staff;
- Develop and monitor progress against national staff Capacity Building, to ensure gradually increased roles and responsibilities amongst field teams with respect to project cycle management and programme quality.
FINANCE & FUNDRAISING:
- Ensure the development of project budgets and spending projections;
- Monitor expenditure against budgets;
- Together with the DDG Head of Programme identify opportunities for new projects and funding;
- Contribute to development of funding proposals.
EXTERNAL REPRESENTATION & ADVOCACY
- Ensure positive and constructive relations with local government / community leadership at Boma, Payam and County levels;
- Strengthen DRC’s contacts and Coordination with other NGO/CSOs operating in project locations;
- Provide input to donor narrative reports.
- A minimum of 5 years of working experience at management level with humanitarian NGOs or similar international bodies, out of which 3 years must have been within the peacebuilding, conflict management or similar sectors.
- Extensive understanding of working on issues related to conflict management, conflict sensitivity, community-based approaches, awareness raising, and development of policy recommendations;
- Excellent command of project cycle management, with proven record of achievements;
- Fluency in verbal and written English;
- The ability to translate strategic plans into programming;
- Experience with staff management;
- Experience designing and / or managing the delivery and documenting of key informant interviews, household survey and focus group discussions;
- Successful experience with fundraising and meeting deliverables for large grants;
- Experience with the liaison with donors and Government authorities;
- Experience in working in complex and politically-sensitive contexts;
- A team player – able to demonstrate a constructive, cooperative and problem-solving approach;
- Strong Administration and organizational ability;
- Ability and flexibility to understand the cultural and political environment and to work well with the local authorities;
- Experience coordinating across departments and sectors at field and country office levels.
- Working experience in South Sudan;
- Experience in managing the safety of personnel and assets;
- Experience working in challenging and insecure security environments;
- Experience in Data Analysis and Information Management, including use of visualization tools (eg. PowerBI)
- A background in training.
