For more information on MSI, please visit our website at Summary: The purpose of AMELA is to provide monitoring, evaluation, and learning support services/assistance to strengthen the implementation of USAID development programs in Afghanistan, and to build the technical M&E knowledge and skills of USAID/Afghanistan Mission staff and stakeholders. The services provided under AMELA will contribute to supporting USAID/Afghanistan as an effective development organization with strong learning and adaptive management processes. Position Summary: The Data Quality Assessment Team Lead (DQA TL) will be responsible for leading a local team to conduct the DQA (including the establishment of approaches and tools) and collaborating with AMELA's Director" id="link" class="link">Technical Director and Senior Monitoring Lead to identify an approach that will set a high-quality standard for conducting DQAs. The team lead might be required to travel to Kabul, Afghanistan for approximately 3 weeks in November to conduct he DQA. However, in response to the Covid-19 crisis, protocols for remote conduct of the entire DQA are currently under consideration. Note that this is a short term position with and estimated level of effort up to 75 days across three to four months' time frame starting early October 2020. Responsibilities:
  • Lead all aspects of the DQA, including planning and managing the entire assessment process from finalizing methodology, leading Data Collection, Analysis, and submitting required reports to AMELA

  • Collaborate with the Technical Director and Senior Monitoring Lead to set up approaches, tools, and templates to integrate CLA where possible and establish an overall approach for conducting DQAs to meet high quality standards

  • Assist the local team to build their capacity and expertise on conducting DQAs

  • Ensure that all final products meet high quality standards and client requirements

  • Maintain close Coordination with the Senior Monitoring Lead on any management issues for the assignment

  • Master's degree economics, international development studies, or other relevant social science subjects required

  • A minimum of six years of experience in M&E and conducting DQAs for USAID

  • Work experience in Afghanistan and knowledge of data quality issues in the country preferred
