Job Description

The UN Joint Programme on Local Governance and Decentralized Service Delivery in Somalia (UN JPLG) is a five-year joint programme comprising of ILO, UNCDF, UNDP, UN-HABITAT and UNICEF.

The Programme’s overall goal is “creating an enabling environment for improved service delivery and greater stability, through improved legal, policy and system frameworks – building the knowledge of those working in and with local governments.” JPLG commenced in April 2008 and has now entered in its third phase (2018-2022). It expanded programmatically and geographically with average annual work-plans budgets of USD 25-32M/year. JPLG works with the Federal Government of Somalia, the Governments of Puntland, Somaliland, South West, Jubbaland, HirShabelle, Galmudug, local governments, communities and non-state actors.

The Data Management Officer will work under the direct supervision of the Programme Specialist. He/she will also work in close collaboration with programme teams of the participating UN Agencies, Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful and transparent Coordination of JPLG activities in ensuring availability of adequate, timely and relevant data.

The programme has recently revamped its Data Collection and Analysis and the Data Management Officer will be instrumental collating both the existing and new data that will be used to inform the programme’s impact, interventions and necessary changes.

Duties and Responsibilities

Summary of Functions:

  • Data collection, analysis and storage;
  • System design;
  • Provision of advice and guidance on data management;
  • Training and information sharing.
Data collection, analysis and storage:

  • Data collection at the local and national levels for use by JPLG and its governments counterparts;
  • Perform Data Analysis and reporting in coordination with the programme specialist;
  • Process requests for data from external stakeholders;
  • Monitor quality of data collected, perform data cleaning activities, ensure regular updates on data quality in collaboration with the programme specialist;
  • Support analysis/ generating data visualization products.
System design:

  • Data system design for the Federal Member States and districts of intervention that ensure useful data for them;
  • Support design of data collection tools, especially for mobile data collection, sampling frameworks, data storage systems, and analytical products;
  • Selection and maintenance of digital platforms.
Provision of advice and guidance on data management:

  • Provide quality and timely data to the programme for agile management and decision making;
  • Conduct baselines as required on key indicators to measure success and impact of the programme;
  • Reporting on data requirements and uses
Training and information sharing:

  • Training of government counterparts and JPLG staff on data management;
  • Build linkages with other data management / monitoring teams and stakeholders;
  • Facilitation of knowledge building and sharing on data management

Required Skills and Experience


  • Master’s Degree or equivalent in Social Sciences, Information Systems, Statistics, Data Base Management or any related field;
  • A first level university degree in Social Sciences, Information Systems, Statistics, Data Base Management or any related field with 2 additional years of relevant experience may be accepted in lieu of the advanced university degree.
  • Specialized certification in data management is desirable but not a requirement.

  • Minimum relevant experience of 2 years with master's degree or 4 years with a bachelor's degree
  • Proven work experience in data management;
  • Experience in producing data collection and management tools;
  • Experience of building and maintaining a reliable database on the status of project implementation, delivery and evaluation;
  • Field experience coupled with strong substantive knowledge of data management tools and results-based management;
  • Experience in the usage of computers and office software packages (MS Office, web-based management information system, etc.) and advanced knowledge of spreadsheet and database packages.
Language Requirements: 

  • Fluency in written and oral English and Somali.
