Job Description

The EIB, the European Union's bank, is seeking to recruit for its Personnel - Corporate Services Directorate (CS-PERS) – HR Operations Department – HR Shared Services Division at its headquarters in Luxembourg, a Data Management and Reporting OfficerThis is a full- time position at grade 4/5.

The term of this contract will be 4 years.

Panel interviews are anticipated for beginning of July

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.


You support, maintain and develop the EIB's Data Management and Reporting, in order to ensure a reliable and timely response to clients’ demands and quality of data and reporting, thereby contributing to the achievement of the operational objectives.

Operating Network

The HR Shared Services Division is responsible for the development and maintenance of the Personnel Bank-wide systems, Procurement, Personnel’s reports and related data quality. Finally, it takes care of logistics for Personnel.

You will report to the Head of the HR Shared Services Division and will work in close collaboration with 2 Analysts/Officers and one Senior Officer working on Data Management and Reporting activities. You will co-operate closely with other teams within Personnel and work with IT for technical aspects, as well as Coordinations in all Directorates. You will have regular contacts with Senior Management and President’s Office.

The role needs high planning, organisation and integration skills as well as communication skills.

It is a time and compliance-sensitive environment requiring the ability to deliver regularly mistake-free results under the pressure of deadlines with limited daily supervision.

The role requires high sense of discretion due to the confidentiality of data handled on daily basis.


  • Propose new initiatives and improvements in the area of Operational Data Management and Analysis in order to contribute to Data Management and Governance strategy. Provide expert advice and recommendations to Management on best practices for Data Management and Reporting.

  • Ensure the implementation of policies, projects and processes related to Data Governance and Management.

  • Devise and carry out regular data sanity checks in order to ensure continuous improvements of reporting data quality.

  • Define role profiles of business users and manage their data access rights.

  • Contribute to analysing business requirements, prioritising, filtering and agreeing within the team the distribution of the requests.

  • Prepare and maintain HR reports for Management, and ensure reconciliation and control of reports and continuous improvements of reporting data quality. Analyse results and present information for decision-making.

  • Ensuring reliable and timely response to clients' demands, create and maintain regular and ad hoc reports based on selected HR metrics for clients, summarising trends and key information. This includes analysing and cross-checking information to ensure the quality of reports.

  • Contribute to establish KPIs and metrics for the team’s activities.

  • Contribute to Coordination and management of outsources resources when necessary in the most efficient and effective way. This includes:
    • Provide input in drafting terms of reference for calls for tender with external suppliers of services

    • Contribute to Providing guidance and coordinating the work of the consultants, ensuring alignment of policies and processes, consistency, quality and continuous improvement of deliverables in order to ensure a timely and efficient delivery of the projects’ milestones

  • Drive the enhancement of HR IT tools relevant to the team, liaising with IT in order to further improve Personnel’s service deliveries to its customers.

  • Participate in projects and/or working groups of horizontal nature, establish and maintain relationships with internal clients, of all levels, in the Bank in order to ensure that appropriate internal co-operation and communication is maintained.

  • Ensure that all processes and procedures are described and mapped and support their optimisation based on colleagues’ experience and feedback.

  • Liaise with Subject Matter Experts, managers and clients to ensure continuous improvement of the service delivery and framework; provide presentations to Personnel colleagues and Coordinations when necessary.

  • Participate in a co-operative approach within the team and contribute to create a full back-up of the other team members during absences to ensure business continuity.


  • University degree preferably in Information Technology, Mathematics, Statistics or other relevant subject.

  • At least 3 years experience in Data Management and Reporting.

  • Good knowledge of BI software applications/databases and reporting tools used for managing HR data (e.g.: Business Objects).

  • Excellent knowledge of Excel.

  • Knowledge of programming languages e.g. Visual Basic, PL/SQL would be an advantage.

  • Knowledge of SAP SuccessFactors and/or PeopleSoft HCM would be an advantage.

  • Knowledge of operational analytics would be an advantage.

  • Understanding of project and change management principles would be an asset.

  • Knowledge of EIB mission objectives.

  • Excellent knowledge of written and spoken English and a good command of French (*); knowledge of other European languages would be an advantage.

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
