OBJECTIVES OF THE PROGRAMMEThe objectives of WHO's emergency programme are to design and implement programmes that prepare the health sector to deal with emergencies and that improve health during and after crises. Within the emergency programme, the objectives of WHO's emergency response team are to support Member States by:1) promptly assessing health needs of populations affected by crisis, identifying priority causes of ill-health and death; preparing damage estimates and emergency response and rehabilitation plans; providing prompt, credible health information and ensuring the continuity of essential health services;2) coordinating and monitoring emergency health relief efforts under the aegis of the Inter-Agency Standing Committee Health Cluster, of which WHO is the lead agency;3) ensuring that critical gaps in the health response are rapidly identified and filled; 4) Revitalizing and building the capacity of national health systems to deal with preparedness, mitigation and response.
DESCRIPTION OF DUTIES1) Provides assistance in the design of software applications for the use in projects and programmes, including the development of guidelines and manuals, achieving results such as::--> Pinpoint problems in the designated areas databases.--> Ensure web content management and monitoring web promotion tools.--> Preparation and review of workflow charts to understand the software needs.--> Design forms for receiving, processing, or tracking data--> An incumbent may demonstrate, provide assistance or training in using software databases.--> Troubleshoot Data software problems.--> To assist in the development of integrated central database.--> Test programs or databases, correct errors, and make necessary modifications.--> Tests system changes and upgrades by inputting new data and reviewing output.--> To assist in developing standardized data entry tools/ systems (built-in with data quality checks), and the related guide documents. 2) Ensures data quality and generates a multitude of analyses, reports, and charts, achieving results such as:--> Periodic collection of data from all relevant partners in the designated area. --> Data entry, ensuring integrity and security of data.--> Quality control audits to ensure accuracy, completeness, and proper usage of systems and data.--> Generate data queries based on validation checks or errors and omissions identified during data entry to resolve identified problems.--> Review of data for deficiencies; resolving discrepancies by finding individual solutions.--> Compilation of background material and assistance in composing country and health profiles--> Draft of routine and ad hoc statistical and analytical reports based on the collected data (including graphs, and tables).--> Preparation of graphic presentations on the basis of data analysis.--> Development and update of questionnaires and shaping of files for data entry and analysis according to programme requirements3) Administrates database systems for emergency activities, achieving results such as:--> Collection, editing, cleaning, compiling and analysing Disease Early Warning System (DEWS) data usually from different health facilities or mobile teams from the designated areas where DEWS is functioning.--> Maintenance of electronic DEWS database using different software tools.--> Analysis of current system and programme monitoring indicators, and development of tools to assess progress against the Augmented National Emergency Action Plan (ANEAP).--> Administration of database system to produce maps and to facilitate prompt response to outbreaks and other surveillance needs.--> Prepares monitoring reports for campaigns and emergencies as required--> Preparation of monitoring reports for campaigns and emergencies as required.--> Drafting periodic DEWS bulletins.--> Preparation of DEWS data sets and comparisons of health-related outcomes across different populations, and other data extraction and statistical analysis as needed to assist in the preparation of different reports
EducationEssential: Completion of secondary education; Training in area of informatics or telecommunication; Formal training on Windows Operating Systems family; Formal training on MS Office Suite
Desirable: University degree in computer science, computer engineering, or related field is an asset
ExperienceEssential: 10 to 15 years of progressive related experience in operation of computers, hardware maintenance/trouble-shooting and software support
Desirable: Knowledge of WHO mandate and goals or experience in UN Organizations, international institutions or NGOs is considered an asset
Skills- Good knowledge of microcomputer operations;- Excellent knowledge of Windows Operating Systems and Windows based networking environment;- Excellent knowledge of Windows based back office and desktop applications;- Knowledge of basic telecommunications technologies and Internet based protocols.

REMUNERATIONWHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 27,814 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
