  The incumbent reports directly to the Chief, Aviation Data Analysis Section of Air Transport Bureau, and will develop ICAO Data+ API using Tableau BI tools and deliver the Tableau driven dashboards & analytics, and will deliver ICAO Data+ web application 7 modules (https://data.icao.int/newDataPlus/), the deliverables should integrate with ICAO Data+ SQL database. The incumbent must have strong programming and database skills and a broad experience using Tableau online BI tools. Work Location Montréal, Canada / Worldwide Expected duration It should be noted that this consultancy is to be filled for a period of four (4) months with deliverables. This is a full time position. Please note that the monthly rate for Band A2 varies from CA$2,167 to CA$5,850 per month (The actual payment will be decided considering the candidate experience and job market average). Duties and Responsibilities ORGANIZATIONAL SETTING The International Civil Aviation Organization (ICAO) sets international Standards and Recommended Practices (SARPs) for Aviation Safety, air navigation, security and Environmental Protection. To that effect, ICAO is a knowledge-based organization engaged in the development of intellectual property. The Bureau of Administration and Services (ADB) plays a lead role in the effective and efficient administrative management of the Organization by ensuring the provision of high-quality physical and human resources by applying the highest standards of work ethics and conduct and using results based management skills, as well as tools to support the Organization in implementing its Strategic Objectives to serve all stakeholders of the world aviation community. The Aviation Data and Analysis (ADA) Section of the Air Transport Bureau is one of the sections charged with delivering results with respect to ICAO’s Strategic Objective - Economic Development of Air Transport. The Section is responsible for the collection, standardization and dissemination of aviation data, including the ICAO Statistics Programme, the development and customization of air traffic forecasts and other planning parameters at global, regional and route-group levels, as well as the conduct or support to various economic analyses required for air navigation capacity and infrastructure planning, environmental protection, efficiency of the air transport system, etc. DUTIES AND RESPONSIBILITIES 1. Working under the joint management of the Programme Management Officer, the Technical Officer and the ETS Application Development Officer, the Tableau Developer shall be required to: • Synthesize and translate business data needs into creative visualizations in Tableau; • Replicate the existing ICAO Data+ complex dashboards of all modules using Tableau BI tools provided by ICAO and generate advanced reporting (in Excel format) of analytics and dashboards using the API calls which have been defined internally to the Data+ SQL Database; • Complete the Unit/System/Integration test of ICAO Data+; • Conduct miscellaneous development according to the business requirement. 2. Performs other related duties, as assigned. Qualifications/special skills Skills: Essential • Ability to coordinate with other officers/team members working remotely • Capable of effective working relationships • Highly organized with strong time management and multi-tasking skills Academic Qualifications: A first-level University degree in Computer Science, or in a related field, is required. Experience: Essential • A minimum of three (3) years of experience in Tableau Business Intelligence Development; • Functional and/or technical experience in one or more of the following areas would be required: - Deep understanding of SQL, relational databases and ETL process; - Expertise in developing, maintaining and managing Tableau dashboards and analytics; preferably with working knowledge of Tableau administration/architecture; - Proficient in the use of query and reporting analysis tools, extracting data from databases and data warehouses; - Knowledge of Microsoft.NET technology is preferred. • Familiarity with commonly used web technologies such as HTML, JavaScript, CSS and JSON. Desirable • Experience in Agile development. • Experience in Quality Assurance. Language: Essential Fluent reading, writing and speaking abilities in English are essential. Desirable A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).
