Job Description

  UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Under the guidance and direct supervision of the Opeartions Manager, the Consultant-ICT Support ensures key identified deliverables are achieved within the stipulated time.
Duties and Responsibilities
Consultant - ICT Support provides ICT support services to staff and administrative support to the ICT unit. SCOPE OF WORK AND SPECIFIC TASKS The consultant will work closely with UN Women to perform the following time bound tasks; Ensures effective functioning of the office hardware and software packages, focusing on the achievement of the following results:
  • Performance of specific technical functions, including changing of hardware electronic components (disks, memories, network wiring, power sources, etc.) and routine repairs.
  • Provides support in the installation of commercial and in-house developed software and related upgrades
  • Provides support in upgrading patch and anti-virus programs on a timely basis.
  • Provides support to users in backing up and restoring their files, as well as in virus detection, removal and prevention.
  • Manage Azure Active Directory, Microsoft ATP, Microsoft Intune, Cloud storage, Microsoft Office 365 management for corporate ICT resources
  • Provide IT support in the use of Atlas (UN WOMEN’s implementation of PeopleSoft ERP) functionality for improved business results and improved client services.
  • Liaise with UNDP and/or other UN Agencies and/or vendors to manage Local Area Network (LAN) in accordance with UN Women requirements
Supports networks administration, focusing on achievement of the following results:
  • Provides support in troubleshooting and monitoring of network problems.
  • Response to user needs and questions regarding network access.
  • Provides assistance in backup and restoration procedures for ICLOUD systems.
  • Ensure compliance with IT data information security
Provides technical administrative support, focusing on achievement of the following results:
  • Maintenance of an up-to-date inventory of software and hardware.
  • Maintenance of a library of ICT related reference materials.
  • Maintenance of the inventory and stock of supplies and spare parts in cooperation with the Procurement Unit.
  • Maintenance of the filing system ensuring safekeeping of confidential materials.
  • Extraction of data from various sources.
  • Research and retrieval of data from internal and external sources; preparation of statistical charts, tables and reports as required.
  • Provision of ICT support to key events.
  • Work on finalizing outstanding actions on IT information security.
Ensures facilitation of Video Conferences and Communications in the office, focusing on achievement of the following results:
  • Installs, configures and tests audio, video conference and desktop video conference hardware/software using available communication and network connectivity.
  • Provides support in meetings preparation by preparing and configuring conference hardware in various locations and operates equipment during conferences.
  • Provides support and training for new users of conference systems and applications.
Ensures Training of office personnel, focusing on achievement of the following results:
  • Participation and assistance in the organization of training for the office staff on ICT issues.
  • Sound contributions to knowledge networks and communities of practice.

  • The ICT installation plan and installation report for the new office.
30 June 2020 Fee per day x days worked Price Proposal and Schedule of Payments The contract will be based on Daily Fee Consultant shall quote an all-inclusive Daily Fee for the contract period. The term “all-inclusive” implies that all costs (Consultancy fees, communications, consumables, etc.) that could be incurred by the Consultant in completing the assignment are already factored into the daily fee submitted in the proposal. If applicable, travel or daily allowance cost (if any work is to be done outside the Consultancy’s duty station) will be paid for separately by UN Women. Payments shall be done on a monthly basis based on actual days worked, upon verification of completion of deliverables and approval by the Consultant, s supervisor of a Time Sheet indicating the days worked in the period. EVALUATION A proposal is selected based on cumulative analysis; the total score is obtained by combining technical and financial attributes. A two-stage procedure will be utilized in evaluating the proposals; the technical proposal (CV, P11, letter of interest) will be evaluated with a minimum pass requirement of 70% of the obtainable 100 points assigned for technical proposal. A proposal shall be rejected at this stage if it fails to achieve the minimum technical threshold of 70% of the obtainable score of 100 points prior to any price proposal being opened and compared. The financial proposal will be opened only for candidates whose technical proposal achieved the minimum technical threshold of 70% of the obtainable score of 100 points and are determined to be compliant. Non-compliant proposals will not be eligible for further consideration. The total number of points (“maximum number of points”) which a candidate may obtain for its proposal is as follows: Technical: 100 points (weight: 70%) Financial: 100 points (weight: 30%) Total number of points: 200 points Evaluation of financial proposal: In this methodology, the maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A formula is as follows: p = y (µ/z) Where: p = points for the financial proposal being evaluated y = maximum number of points for the financial proposal µ = price of the lowest priced proposal z = price of the proposal being evaluated The contract shall be awarded to the proposal obtaining the overall highest score after adding the score of the technical proposal and the financial proposal. Evaluation of technical proposal (CV, P11, letter of interest): The technical proposal is evaluated and examined to determine its responsiveness and compliancy with the requirements specified in this solicitation documents. The quality of each technical proposal will be evaluated in accordance with the following technical evaluation criteria and the associated weighting (total possible value of 100 points): Evaluation Criteria A proposal shall be rejected at this stage if it fails to achieve the minimum technical threshold of 70 of the obtainable score of 100 points for the technical proposal.

Required Skills and Experience
Education:
  • Completion of Secondary education is required.
Experience:
  • Minimum 5 years of relevant working experience, including network administration, support to management of hardware and software platforms, and knowledge of Windows-based packages/applications;
  • Experience in managing and facilitating telecommunication systems such as Video Conference systems, Skype for Business, and Zoom is an advantage;
Language:
  • Fluency in English and Thai
