The Education In Emergencies team in the Education Section supports countries with technical assistance on EiE and has embarked on a number of initiatives in response to the Evaluation of UNICEF’s contribution to Education in humanitarian settings. The consultant will work with the Education team and collaborate with the Migration team, regional offices and country offices as well as other Emergency focal points across the sections. BACKGROUND The Education in Emergencies team in the Education Section supports countries with technical assistance on EiE and has embarked on a number of initiatives in response to the Evaluation of UNICEF’s contribution to Education in humanitarian settings.  This includes a strengthened focus on learning in emergencies, innovations and reaching the most marginalized in humanitarian crisis.  Evidence shows that increased Analysis, sharing and Capacity Development are all important to strengthening the EiE response globally.  This is with reference to all emergencies including the Covid-19 global pandemic.  This has led to a substantial increase in workload and hence the need for additional technical assistance.  The consultant will work with the Education team and collaborate with the Migration team, regional offices and country offices as well as other emergency focal points across the sections. The assignment will support the following main areas: •           Technical Analysis to capture trends, innovations and results of country level EiE programmes and interventions •           In depth case studies, fact sheets, issue briefs, reports and technical briefs related to EiE programmes especially with reference to learning and migration in humanitarian settings. Terms of Reference / Deliverables Technical Analysis - provide support to: -           Analysis of Country Office Annual Reports and follow-up where required with COs, related to all aspects of Education in Emergencies (thematic examples- gender, disability, migration, IDPs, refugees, conflict, COVID-19, remote learning, learning assessments etc.). -           Analysis of migration related programmes (including the Netherlands funded prospects programme and the UNICEF/ UNHCR Blueprint Countries refugee targeted programmes) around thematic themes (examples as above). -           Analysis of available documents and interviews with key stakeholders on education responses to the COVID-19 pandemic to identify evidence demonstrating children’s learning through continuity of learning measures, the launch of formative assessments as part of school reopening strategies to get children back on track and any other examples of EiE-related interventions in response to COVID-19 that have resulted in demonstrable gains for children’s learning. -           Analysis of external partner programmes and internal programmes on acceleration of learning in humanitarian settings- particularly (but not solely) on the themes of functional literacy and numeracy. Knowledge Products: -           Draft EiE related entry for the 2020 Annual Results Report- Global Area 2. -           Draft EiE related entry for the 2020 Annual Results Report:  Humanitarian Action -           Issue briefs -           Technical briefs -           Case studies (including those related to learning in EiE and migration/CoTM settings) -           Fact sheets -           Adhoc requests from OED/PD/Other divisions- including inputs for briefing notes, speeches, sitreps, updates, etc. -           Engage with yammer EiE site discussions and deep dives. Qualifications
  • Master’s Degree in International Development, Political Science, Education, or other social science.

  • A Bachelor’s Degree in a relevant field combined with 5 additional years of professional experience as described may be accepted in lieu of a master’s degree.

  • Minimum 3 years of mid-level professional and technical experience in international development related to Education in Emergencies and the 2 main areas of the assignment

  • Thorough understanding of Education in Emergency programming and/or relevant technical fields

  • Excellent analysis and organizational skills

  • Excellent writing skills for a wide variety of purposes

  • Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information: With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
