WFP Zimbabwe launched its Country Strategic Plan (CSP) in 2017 which lays out WFP’s humanitarian and development vision in support of the Government of Zimbabwe’s objectives over the next five years. Designed with the aim of delivering Zero Hunger by 2030, the plan prioritises partnerships in support of longer-term national social protection and resilience building efforts. Since 2017, WFP has helped the government achieve this through six Strategic Outcomes (SO), with closely inter-linked activities to amplify results - SO1: Basic food needs of vulnerable populations are met during severe seasonal shocks; SO2: Child stunting rates are in line with achievement of national and global targets by 2025; SO3: Smallholder farmers have increased access to well-functioning agricultural markets by 2030; SO4: Food insecure rural households achieve food security and resilience to seasonal shocks; SO5: Social Protection system ensures chronically vulnerable people meet Basic Needs all year; and SO6: Partners are supported by cost-effective and efficient supply chain services.

During the second half of CSP implementation, Zimbabwe faced unprecedented challenges: volatile macroeconomic conditions that continue to erode the fragile economy, increasing shortages of fuel and power, increase in the frequency and intensity of extreme climate risks as evidenced by the 3-year consecutive drought, and the on-going global Covid-19 pandemic. In 2019, the WFP Zimbabwe Country Office (CO) identified 16 key risks across strategic, operational and fiduciary categories, of which over half had a high-risk seriousness score. As such, Zimbabwe features amongst the top 20 COs with high self-assessed risk prominence.


Against the above background, WFP Zimbabwe is committed to identifying and managing any potential risks to its beneficiaries, staff and entrusted resources to the greatest extent possible. Through the application of tools and the sharing of best practices informed by its operational needs, it seeks to foster a culture of integrity and accountability. In line with WFP’s commitment to providing the strongest possible assurance to internal and external stakeholders on the achievement of organizational objectives, the CO aims to implement an effective Enterprise Risk Management mechanism, internal control and assurance reporting in collaboration with WFP’s Enterprise Risk Management Division (RMR).

In this regard, WFP Zimbabwe seeks services of a Risk and Compliance Adviser to provide advice and make recommendations to establish effective risk assessment and risk management activities, ensure the application of controls and compliance with policies and procedures, and contribute to the overall effectiveness of operations and optimization of WFP resources by championing the mainstreaming of WFP’s risk and compliance framework.

The Risk and Compliance Adviser will work under the functional supervision and guidance of the Country Director, as well as closely liaise with relevant functional units at Regional and Global levels.

This job position is within the WFP Zimbabwe CO and open to non-Zimbabwean nationals only. Female candidates are particularly encouraged to apply.


Education:Advanced University degree in business/public Administration, finance, accounting, international development, audit or other relevant field, or First University degree with additional years of relevant work experience and/or training/courses in audit, performance and risk management or other related fields

Experience:  At least eight (8) years of relevant progressively responsible experience in leading, undertaking and/or contributing to risk management activities, including assessing and recommending effective internal controls and mitigation actions, in various organizations that use modern enterprise risk management frameworks, techniques and systems.

Knowledge & Skills:  Excellent work planning and project management skills, ideally demonstrated in a humanitarian or development context .  Good communication and interpersonal skills with proven ability to coordinate across multiple units and organizations. Exposure to and experience in UN or humanitarian Field Operations and emergencies .Knowledge of WFP’s risk and compliance framework is an advantage.

Languages:  Fluency (level C) in English language and intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.


Experience in conducting risk Analysis and developing risk mitigation strategies in an emergency/humanitarian context required

Experience in programme/project management is desired

Experiences in monitoring and reporting activities, demonstrating knowledge of results hierarchy, performance metrics and measurement is an advantage

KEY ACCOUNTABILITIES (not all-inclusive)

1. Provide expert advice to CO management and staff on compliance issues and creation of viable control environment to support operational efficiency.
2. Contribute to the development of compliance Standard Operating Procedures (SOP), including criteria for conducting compliance missions, training materials and modules, etc. following the best international practices.
3. Provide advice on optimal use of all WFP resources in conformity with approved CO strategic plans/project plans and donor funding agreements.
4. Undertake periodic and ad hoc reviews independently or with relevant managers in country and field offices to assess effectiveness of the internal controls, identify risk areas, assess the potential for fraud and corruption in operational activities and recommend required actions as well as highlight actions for utilizing oversight bodies.
5. Facilitate accountability across functional units, prepare comprehensive reports and formulate sound recommendations on required actions in areas of compliance vulnerability including procedural and regulatory amendments.
6. Provide advice on enhancement and/or initiate establishment of adequate internal control systems including performance and risk Management Systems, monitoring and oversight plans and support their implementation.
7. Review and provide advice on internal policies and procedures and monitor their consistent and correct application.
8. Conduct oversight missions to Field Offices, and prepare comprehensive reports on findings and recommendations with the relevant managers.
9. Liaise systematically with all oversight bodies to ensure that all compliance issues are understood, implemented, followed-up and escalated as appropriate.
10. Undertake timely follow-up of the implementation of audit and evaluation recommendations and associated management actions.
11. Act as a focal point and/or support the designated Performance and Risk Management Champion (PARC) in the CO for annual performance planning and reviews, risk assessment and updating of risk registers, including progress towards implementing the risk mitigation actions.
12. Prepare periodic progress reports on the status of compliance and internal controls in the office.
13. Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.
14. Assess information/training needs, and prepare and deliver training programmes or information sessions for managers and staff in CO to enhance compliance with WFP policies, rules, regulations and procedures.
15. Supervise staff and provide to them training and technical guidance.

FUNCTIONAL CAPABILITIESInternal Controls & Compliance
Demonstrates in-depth knowledge of internal controls and proper accounting procedures and systems to recommend improvements where necessary to address current weaknesses and mitigate risks to mission-critical WFP operations.
Performance Budgeting, Reporting & Analysis
Manages budget, business planning, and forecasting discussions on a programme-wide level, integrating financial resource information from a portfolio of projects to analyze effectiveness and financial viability.Enterprise Risk Management
Leads enterprise risk management activities across HQ and Field operations, recommending and implementing effective controls and mitigation actions to ensure WFP remains best in its class for mature and integrated enterprise risk management.
Performance Management
Demonstrates thorough understanding of WFP’s performance management system and ability to manage resources and relationships to lead monitoring actions or deliver complex evaluations (including joint & inter-agency) of a variety of WFP programmes, processes or policies to WFP monitoring and/or evaluation quality standards.
Programme and Operations Knowledge
Leads a technical team through the development, management and monitoring of effective, innovative programme in highly complex contexts that strengthen Governments’ capacity to address hunger, are fully integrated into long-term strategies and are coherent with WFP, UN and donor policies.TERMS AND CONDITIONS
