Project Overview:

ICMPD is inviting all interested candidates to apply for the Component Support Officer – Training for the Integrated Border Management Tunisia Programme phase III (IBM Tunisia III), funded by the Federal Republic of Germany, the Kingdom of Denmark and the Republic of Austria, provides for continued support to the various structures responsible for border management, for the modernization and capacity-building of the Tunisian authorities and for the improvement of good governance by promoting border security, stability and regional cooperation to facilitate trade and promote the movement of persons and goods.

The Component Support Officer-Training, contributes to the planning and organisation of the training activities in Tunisia in the framework of the IBM Tunisia III programme. S/he supports the day-to-day implementation of the relevant activitities, with a specific focus on Coordination with the Tunisian border agencies. Together with the Project Manager and the Border Management Specialist, s/he establishes a work plan to ensure timely implementation of training activities. The Component Support Officer-Training contributes to the maintenance of cooperative working relationships with national authorities, partners and other stakeholders and provides support to liaison activities with the national authorities and coordinates with the Programme’s training departments at the national level, under the guidance of the Project Manager and Border Management Specialist. Assisting programme inputs, the Component Support Officer-Training ensures that the programme related training activities are managed according to the approved programme documentation, work 1plans and budgets and in line with ICMPD´s rules and business processes as well as partner and donor agreements.

The Component Support Officer-Training contributes to a timely achievement of high-quality outputs within the project activities. S/he supports the planning and monitoring of training activities. S/he supports preparation of substantive outputs such as joint training programme, contributes to donor reports and assesses achieved results for quality and impact.

The Component Support Officer-Training contributes to overall planning of the Programme and supports programme trainings activities by preparing content and input as well as contributing to the development of new initiatives and formulates and drafts concepts and documents. The Component Support Officer-Training works under the supervision of the Project Manager and in close collaboration with the Border Management Security (BMS) team members in Vienna, and Malta, and the Corporate Resource Management (CRM) and Procurement Teams at ICMPD HQ. The Component Support Officer-Training supervises the work of Project Assistant(s). The Component Support Officer-Training maintains regular contacts with partners, donors and other project stakeholders at working/operational level.

Tasks and Responsibilities:

1. Planning and Implementation of Activities:

Providetechnicalsupporttotheplanningandorganisationofcapacitybuildingandtrainingrelated activities according to the programme´s work plan, under the guidance of the Project Manager; Track implementation of the work plan and the timely accomplishment of programme outputs for his/her component. Propose possible adjustments or corrective action to the Project Manager, when required and implement them;

Support the preparation of Training Needs Assessment of Tunisian border agencies. Support the elaboration of training curricula and training documents in specific fields of Border Management

Mobilise experts, goods and services for component activities, including preparation of Terms of References and specifications;

In collaboration with the Project Manager and the Border Management Specialist, contribute to regular coordination activities with the Programme’s other components, and national stakeholders to ensure that scope and direction of activities remain relevant for achievement of the intended results.

Follow-up with national partners ensuring that activities are carried out according to agreed work plan and other agreements;

Monitortheworkofexperts, consultantsandcontractors withtheBorderManagement Specialist, ensuringthatcontentandoutputsareproducedinatimelymanner,accordingtoprogrammework plan and ICMPD´s quality standards;

Support coordination activities involved in the organisation of programme events, meetings, workshops and other activities related to the training component;

Assist in the Design and formulate content and scope, draft agenda and identify participants and resource persons;

Collaborate with Project Assistants’ work in accordance with approved work plan. Keep informed about progress of programme implementation;

Contribute to the preparation of a M&E plan for the Tunisia training component in alignment with the overall Programme M&E plan. Ensure regular, accurate and timely collection of data in line with the M&E plan;

2 Regularly monitor the progress of implementation towards the component level targets and propose adjustments, as applicable;

Undertake activities to contribute to the visibility of the donor and training activities in the region. Support reports, prepare newsletters, training activities information and visibility materials. 2. Implementation of Training Component Procurement:

Provide inputs to the development of the procurement plan for the Tunisia training component; Support the definition of requirements in consultation with Tunisian stakeholders, through the organisation of joint needs assessments;

Support market research, in cooperation with national stakeholders, and experts, with a view to providing the Procurement Team with concrete recommendations that ensure transparent and accountable tendering, bid selection, and contracting;

Support the identification of specialised expertise in cooperation with the Project Manager and Procurement Team;

Participate in the bid evaluation panel(s) upon request;

Monitor contracts, milestones and the implementation of concluded contracts,in collaboration with contractors. Underake a quality control of deliverables and confirmation of receipt including reparation of Receipt and Inspection reports in collaboration with project beneficiaries, and in conformity with the Contract Management Plan.

3. Training Component Administration and Compliance:

Monitor andcomment upon Training Component activities with regardto their implementationin an efficient and cost-effective manner in line with the work plan and that related administrative processes are carried out promptly and in accordance with ICMPD rules and established business processes;

Under the supervision of the Project Manager, review compliance with donor rules as applicable; Regularly monitor expenditures and disbursements for assigned activities to ensure that budget allocationsarenotexceeded.Proposecorrectiveactionasrequired.Contributetobudgetrevisions to adjust budget to changes in programme work plan. Proposes for allocation of savings; Support the recruitment processes of experts for the Tunisia Training Component according to ICMPD´s recruitment procedures (prepare recruitment requests, organise and participate in selection processes and interview panels);

Maintain programme documentation electronically and on physical file, in a secure fashion and in line with ICMPD Data Protection standards, donor requirements, and national security related requirements.

4. Training Component Reporting and Contribution to Programme Development:

Review, comment upon and revise Training Component reports, Feasibility Studies and assessments;

Compile and draft inputs on the Training Component implementation to internal and external programme reviews and reports;

Contribute inputs to new programme concepts, proposals, work plans and budgets; Participate in conferences/meetings/seminars relevant for the respective areas of work, as requested by the Project Manager;

Support processes to document lessons learned and contribute to recommendations for Component sustainability and follow-up.

Key Results:

Support provided to the Training Component activities in accordance with work plan; 3 Tunisia Training Component inputs monitored to ensure compliance with ICMPD´s rules and processes and donor requirements;

Tunisia Training Component outputs related to area of work supported in a timely and qualitative manner;

Procurement activities under the Tunisia Training Component supported;

Financial expenditures on activities level monitored and maintained within the budgetary limits. Proposals provided for use of savings;

Contribution provided to support the Tunisia Training Component achievements and related lessons learned;

Support provided to Tunisia Training Component implementation and that results are communicated within ICMPD, as well as to programme partners, beneficiaries, and other stakeholders;

Inputs provided to the formulation of new programmes.

Incumbent Profile:

A minimum of 3 years of position-relevant experience in management of small to medium sized projects in the field of capacity bulding/training, including experience in assessing and developing training curricula,in training-the-trainerand in drafting educationalmaterial(trainermanual,etc.) Substantive knowledge of border management projects is an asset;

Familiarity with institutional set-up and mechanisms of border management at the national and local level in Tunisia; previous experience in Tunisia in a technical role, is an asset; Good communication and writing skills;

Project management certification is an asset.

Corporate Qualifications:

Experience in international context.

Proficiency in (verbal/written) English and in French. Proficiency in Arabic is an asset. Master´s degree related to the area of work.


ICMPD offers an attractive compensation package. This position is classified at LP2 Grade, with an annual net-base salary starting at TND 36,804. Additional benefits include participation in the ICMPD Provident Fund, Health and Accident Insurance, six weeks’ annual
