Job Description

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the Empowerment of Women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, Humanitarian Action and peace, and security. Women’s leadership and political participation are one of UN-Women’s primary areas of work as mandated in its inception, recognizing the integral role of women in strong and stable democratic processes. UN-Women works to implement Output 4 of the Entity’s Strategic Plan 2018-2021 More women of all ages fully participate, lead and engage in political institutions and processes”. To promote the leadership and participation of women in all levels of decision-making processes, UN-Women works with a range of stakeholders including women leaders and aspiring candidates, national parliaments and parliamentarians, political parties, media, Civil Society Organizations, and electoral management bodies, in Coordination with UN partner Entities. To this end, the UN Women Regional Office for the Arab States (ROAS), in partnership with International IDEA and UNDP supports the recently launched regional Arab Network for Women in Elections (the Network). The Network’s Vision is to “Work[ing] as a regional platform to support and promote women's political and electoral participation in the Arab world" with the following related objectives from the Network’s 2019 Framework;
  • Develop the capacity of electoral management bodies and parties involved in promoting women's participation in the political and electoral process.

  • Promote networking, cooperation, and exchange of experiences to support the active participation of women in the political and electoral process.

  • Prepare, provide, and disseminate knowledge resources related to the participation of women in the political and electoral process.

  • Develop common regional principles and standards to support the active participation of women in the political and electoral process.

  • Raise awareness of the added value for women's political and electoral participation in the Arab region.

The Network was launched in October 2019 under the umbrella of the Arab Management Bodies Organization (ArabEMBs) and is governed by a Steering Committee comprising of four elected representation from member EMBs (Tunisia, Jordan, Sudan, and Somalia) in addition to three organizations (including the Arab Women’s Organisation (AWO), Ra’edat, ANNDE, etc. ). The Network’s mandate is to build capacities of women vying and voting in elections across the region to be manifested through training, campaigns, and information and experience south-south exchanges. Additionally, the Network aims to promote gender- mainstreaming in policies and procedures to foster women's political participation through advocacy and outreach, Data Collection and research, and standard-setting in the region. The objective of the Assignment: UN Women ROAS now seeks the services of a Communication Consultant to work in partnership with the Arab Network for Women in Elections and close coordination with UNDP and International IDEA focal points as a team to develop and implement a communication strategy for The Network. The consultant will be under the supervision of the UN Women Policy Advisor on political participation, in close coordination with the focal person from International IDEA.
Duties and Responsibilities
1. Consultations with the Network and its key partners to identify key priorities
  • Conduct a communication needs assessment for the Network, including a timeline of projects and advocacy initiatives

  • In discussion with the Network, UN Women, UNDP, and International IDEA identify a list (with contacts) of key international and regional partners of the Network including ArabEMB organization, Network Steering Committee, EMBs members and non-members, relevant regional organizations to consult on the Network’s internal and external communication priorities, methods and systems.

  • Develop a schedule for the virtual consultations

  • Develop a questionnaire in consultation with the Network Steering Committee, UNDP, and International IDEA to inform the consultations.

  • Host a briefing webinar with all consulted partners to share preliminary findings and strategic priorities.

  • Complete the consultations and Analysis of findings including an identification of the main actors and key partners to ensure the sustainability and smooth implementation of the Network plans and strategies. This will include the role of the Network staff and Steering Committee, ArabEMBs Secretariat, focal points of EMBs members, national and regional organizations, and key partners.

2. Develop and start the implementation of a communication strategy and plan in line with the overall strategic plan of the Network that addresses both internal and external communications for the Network. 3. Develop and produce communications and advocacy material to include, inter alia:
  • newsletters, briefing materials, feature stories, social media content, press releases, brochures, fact sheets, and audio-visual materials as required.

4. Maintain and update the following communications tools:
  • Database of relevant media and liaise with journalists when required

  • Develop event comms plan checklist

  • Provide advice on the Networks’ website and social media channels

5. Dissemination: in line with the Communications Strategy generate content for dissemination across multiple online platforms, based on the strategic priorities determined in the strategy 6. Support Network-led events as needed. 7. Provide training and workshops on communication and advocacy as appropriate.

  • Experience in communications, media, and outreach focusing on women rights, particularly on Women’s Political Participation

  • Excellent communication skills to engage across different constituencies and maintain relationships with different levels of stakeholders;

  • Experience of using the electronic and print media, especially web-based platforms;

  • Excellent organization and planning skills and ability to pay attention to details;

  • Ability to meet deadlines and respond positively to feedback;

  • Ability to complete multiple tasks by establishing priorities;

  • Ability to manage and maintain relationships with different levels of stakeholders effectively and strategically;

  • Excellent command of oral and written Arabic and English. French is desired.

Required Skills and Experience
  • Master’s degree in Communication, Journalism, or social sciences.

  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree

  • At least 4 years of experience in communication in the development, NGO or international community sector in the Arab states’ region;

  • Knowledge and experience working on development and implementation of communication strategies for cooperation and development organizations; and

  • Experience in women’s political participation and empowerment is an added advantage.

Language Requirements:
  • Fluency in Arabic and English is required. French is desired.

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation. Criteria Weight Technical: 70% (70 points)

Financial: Lowest Financial Proposal: 30% (30 points) The points for the Financial Proposal will be allocated as per the following formula:
  • The contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);

  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;

'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation. Application: Interested Individual Consultants must submit the following documents/information to demonstrate their qualifications:
