Job Description

Project “Support to Economic Development at the Local Level in the Republic of Belarus” is focused on development of micro, small and medium-sized enterprises (SMEs) and enterprises aimed at addressing socially important issues (EASIs) in Belarusian regions. The objective of the project is to support economic initiative, competitiveness and innovation for inclusive development at the local level in the Republic of Belarus. The project consists of three interrelated components:
  1. Development of long-term strategies at the local level, dealing with formulation of approaches and concrete activities aimed at increasing employment, in particular through participatory Analysis of opportunities and bottlenecks for economic development in project districts; identification of existing issues and development of potential solutions and definition of the roles of all stakeholders;

  2. Building “eco-systems” to support economic activities, including measures to improve legislative framework and the stakeholders’ capacity with a focus on support to development of SMEs and EASIs;

  3. Providing access to new financial mechanisms at the local level to enable the development of SMEs and EASIs.

The project activities will contribute to the improvement of business environment and development of support infrastructure for SMEs and EASIs, including access to Financial Resources. They will also help to build positive public attitude toward entrepreneurial initiative of citizens and socially responsible activities. The Ministry of Economy of the Republic of Belarus is the project’s national Implementing Partner (referred further in the text as Implementing Partner). Duties and Responsibilities The objective of the assignment is to Design and manage a proper communication strategy for the EU-funded “Support to Economic Development at the Local Level in the Republic of Belarus” project, ensure qualitative and comprehensive PR support to the project and take lead in designing and implementing awareness raising and advocacy campaigns to promote local Economic Growth, innovation and sustainable development. A person also contributes to UNDP Country Office communication related to sustainable local development and other issues that reflect the topics covered within the project’s scope. Work Performed/or responsibilities: Project Communications Specialist will be based in Minsk. Under the supervision of a Project Manager and matrix supervision of the UNDP Country Office Communications and Advocacy Analyst and in co-ordination with the Programme Analyst, he/she will ensure planning, design and implementation of the project’s communication and outreach strategies, and specifically, will be tasked with the following duties: Project communication strategy design:
  • Under the guidance from a Project Manager and in close collaboration with the UNDP Country Office Communications and Advocacy Analyst, work on formulation and implementation of communication and outreach strategies for the project;

  • Ensure communication plans for the project are in place to adequately and positively communicate implementation highlights and success stories.

PR and advocacy campaigns management
  • Lead and oversee the development of related public relations and advocacy campaigns to promote the project’s issues, findings and progress at the national and local levels;

  • Manage and coordinate various media events upon request;

  • Work in consultation with a Project Manager in management and oversight of communications consultants and service providers.

PR content design and management:
  • Lead on gathering inputs and information required for production of relevant PR and advocacy products, including online and digital, as well as coordinate dissemination of these products;

  • Lead on identification and drafting of storylines for publications, and articles on achievements and progress in local economic development;

  • Ensure communication and advocacy tools and products, including briefing notes, booklets, brochures, infographics reflect agreed branding and visibility;

  • Advise and guide the project staff in developing and designing thematic content and public messaging and ensure its good quality, acceptance and understanding by the target audiences;

  • Ensure that a library of reference materials, such as communications tools, booklets and photographs of project activities, is established, regularly updated and documented in a way that is easy for retrieval.

Partnership for communication management:
  • Coordinate with relevant stakeholders, partners and UNDP personnel to ensure that the project’s outcomes are communicated in an effective and timely manner to support strategic positioning of the project’s actions in the country and beyond;

  • Build and maintain close working relationships with media (both traditional and digital) with the objective to facilitate reporting on project’s issues, with a special focus on the EU’s contribution and engagement as well as UNDP’s development efforts at the local level;

  • Develop partnerships with various individuals, groups and organizations, whose support is essential to the achievement of communication objectives;

  • Brief the project, the EU Delegation and UNDP Country Office personnel regularly on ongoing communications, and coordinate efforts to follow up on identified communications needs, and potential opportunities for improving visibility.

Visibility and corporate identity management:
  • Ensure that UNDP, the EU and the National Implementing Agency’s corporate identity, visibility and communication rules and regulations are applied in all public materials (printed and digital) produced by the project, including social networks and other online platforms.

  • Perform any other duties related to the project as requested by Supervisors.

  • Job knowledge and technical expertise: demonstrates knowledge and understanding of the job requirements; demonstrates ability to develop communication strategy, manage social media and other forms of online communication.

  • Communication: encourages open communication, communicates effectively; identifies relevant information for advocacy for a variety of audiences; makes research contacts in the media, government; private sector, donors, other agencies, civil society, etc.; maintains networks and knowledge; elaborates key messages to be used to communicate with different target groups.

  • Innovation: researches best practices and poses new, effective ways of doing things; responds positively to new approaches; anticipates obstacles and applies new solutions.

  • Delivery: reports to internal and external clients in due time; organizes and prioritizes work schedule to meet the client needs and deadlines; establishes, maintains and sustains effective relationships within the work unit and externally.

Required Skills and Experience
  • University degree in media and/or public relations, Journalism, publishing, communications or any other relevant field;

  • Up to 3 years of relevant professional experience in public relations, communications or advocacy;

  • Experience in managing social media and other forms of online communications; advanced MS Office software package user, proficiency in Photoshop, CorelDraw, and other design software for producing compelling and engaging PR packages;

  • Experience in developing and implementing information campaigns will be a strong asset;

  • Fluency in English and Russian languages. Fluency in Belarusian language is a strong asset.
