Job Description

Organ: The Telecommunication Development Bureau (BDT) is responsible for the organization and Coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:
  • Office of the Deputy to the Director and Field Operations Coordination Department

  • Partnerships for Digital Development Department

  • Digital Networks & Society Department

  • Digital Knowledge Hub Department

Duties / Responsibilities Under the supervision of the Head of Communications and Promotion, and working closely with relevant thematic priority coordinators, the Communications and Promotion Officer provides Communication Support to promote the work of the ITU Telecommunication Development Bureau. To this end, the incumbent will contribute to: The development of digital Content Development and digital communications strategies by:
  • writing a variety of engaging and relevant communications products, including but not limited, to blogs, fact sheets, success stories, video-scripts, press releases, and other advocacy materials;

  • proactively scrutinizing press briefings and news on a daily basis, conducting research on all political, economic and financial and analyzing and compiling information for use in the preparation and production of communications products and services highlighting the impact for the work of BDT, and;

  • ensuring quality control of communications documents; reviewing and editing the editorial output of the Bureau in terms of style, suitability, relevance and timeliness; and providing editorial guidance and advice.

Web content development by:
  • ensuring that the ITU-D webpages are up to date; writing and reviewing web content;

  • recommending, in collaboration with the thematic priorities leads, improvements in the presentation, content and lay-out as necessary to optimize the use of the website as a communication and promotion tool, and;

  • writing stories for the Director's corner and updating the ITU-D homepage on a regular basis.

The implementation of communication activities by:
  • serving as first point of contact and liaison with Regional Offices and BDT Divisions on communications issues and handling coordination in support of communications activities;

  • coordinating with relevant internal and external stakeholders to support the provision of communications products and services;

  • handling a wide range of information requests and inquiries; responding, or drafting responses, to a diverse range of correspondence and other communications;

  • facilitating knowledge management and sharing;

  • keeping abreast of the communication and information activities and contributing to the identification of best practices and lessons learned;

  • helping organize trainings and workshops on communication practices;

  • supporting regular meetings with the Regional Offices and BDT Divisions by managing agendas, participating, taking meetings notes, and tracking decisions and results, and taking follow-up actions in a timely manner;

  • supporting the development of surveys for data collection and evaluation of communications campaigns, and;

  • performing other related duties as required.

  • Essential Functional Competencies: Analysis, Judgement and Decision-Making; Client and Service Orientation, and; Planning and Organizing.

  • Essential Technical Competencies: Proficient in content Management Systems, and technical use of social Media Platforms. Excellent computer skills (MS Office; Adobe Photoshop and/or Adobe Premiere Pro would be an asset). Familiarity with Trello would be an asset.

Qualifications required Education: Advanced university degree in communications, marketing, journalism, international relations or related field, OR education from a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above. For internal candidates, a first university degree in one of the fields above in combination with seven years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes. Experience: At least five years of progressively responsible experience in digital content development and digital communications strategies, including at least two at the international level. A Doctorate in a related field can be considered as a substitute for two years of working experience. Experience using advanced tools for online publishing, including Content Management systems and social media authoring tools like Social Flow, Hoot suite or Tweet Deck. Languages: Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration.)
