Job Description

The United Nations Development Programme (UNDP) in Thailand, in collaboration with the Royal Thai Government and partners, has implemented projects to accelerate the development of the country for more than 50 years. In line with the Country Programme Document (2017-2021), UNDP works with the Royal Thai government, civil society, the private sector and the Thai public in support of the country’s achievements of the SDGs, with a focus on two broad pillar namely a) Climate Change and Environment; and b) Governance and Social Inclusion. This support includes developing human and institutional capacities, sharing the UN’s knowledge and experience, demonstrating solutions, building partnerships and raising funds for development. In order to support programme design and implementation, communication, advocacy and knowledge management is key to support UNDP Thailand to develop new and innovative partnership, to advocate for gender mainstreaming, to create opportunities for resource mobilization, showcase development results and lessons-learned to general public, as well as for south-south exchanges. Accordingly, UNDP Thailand is seeking a Communication and Engagement Officer in support of these important streams of work in Thailand. Under the Supervision of the Deputy Resident Representative (DRR), the Communications and Engagement Officer participates in the implementation of the corporate communications strategy, as well as in the design, management and implementation of the Country Office communications and publication strategies which are geared to influence the development agenda, promote public and media outreach and mobilize political and financial support for UNDP. In doing so, the incumbent facilitates internal communication towards the inclusion of innovative practices and resources into UNDP’s programmes, projects, services, and partnership engagement approaches while leveraging communications channels with external stakeholders. The Communications and Engagement Officer, working closely with all Programme portfolio members and Senior Management, is the daily face of UNDP to the outside world. Through casting both a broad information net as well as targeted communication efforts, the Communications and Engagement Officer projects the work and identity of UNDP outward and the perspectives and needs of the client communities in ward. The Communications and Engagement Officer, through keen awareness of communication actors and issues in Thailand, positions and prepares UNDP colleagues for successful communication engagements with the press, government, formal presentations with institutional actors and non-traditional settings as well. The Communication & Engagement Officer prepares the field for the optimal visibility of UNDP’s substantive and innovative collaboration efforts in supporting Thailand’s development. Duties and Responsibilities 1. Planning and design of internal and external strategies for communications and outreach
  • Planning and elaboration of communications needs assessments for CO (projects, country programme and corporate change initiatives, etc.)

  • Elaboration of the CO communications and outreach strategy based on corporate strategic priorities and UNDP External Communications Action Plan.

  • Constructive and timely advice on inclusion of communications components in programme and projects formulations and other initiatives to integrate advocacy and communication into all aspects of UNDP’s development programmes and activities.

2. Elaboration and implementation of the CO publications strategy and plan
  • Elaboration and implementation of the CO publications strategy and plan based on the corporate publications policy.

  • Identification and development of storylines for publications and substantive articles contributing to debates on key development issues.

  • Coordination and management of all CO publication activities, including Content Management, norms for publishing, design, liaison with printers and other suppliers to oversee production and supervision of publications dissemination.

3. Supervises the design and maintenance of the UNDP website, social Media Platforms, CO web-based knowledge management system
  • Design of the office web sites based on corporate requirements in cooperation with the ICT staff.

  • Supervision and preparation of the content for the web sites and Social Media Platforms ensuring consistency of the materials.

4. Supports the outreach of UNDP/UN towards national and international partners
  • Creation and promotion of campaigns that position UNDP with local and international media and influences the development agenda based on current programme and new initiatives.

  • Management, promotion and dissemination of corporate advocacy materials for launching flagship initiatives and publications such as the Human Development Report.

  • Creation, promotion and maintenance of public information campaigns on issues including UNDP activities, Sustainable Development Goals, UN Reform, etc. in association with other staff.

  • Promotional activities to position UNDP as a leader within the development space.

  • Increased coverage and understanding of the UNDP’s work in the country or practice area through development and maintenance of media contacts and providing newsworthy information to national public and donors.

  • Formatting, packaging and submission of programme and projects initiatives for review by partners in close collaboration with programme and project staff.

  • Development and maintenance of close contacts with government officials, multilateral and bilateral partners, civil society and private sector for implementation of the communications strategy, organization of roundtable discussions, press conferences, project visits, briefing sessions, interviews, launches, etc.

  • Forging of a “One UN” image through publicizing the significance of local UN reform efforts, joint programmes, common services. Organization and implementation of joint UN information campaigns (UN Day, World AIDS Day, etc.)

  • Represent UNDP in the UN Thailand Communications Group.

  • Ensuring access for journalists to subject-matter experts and UNDP spokespeople.

  • Regular updates to donors, private sector partners, civil society where appropriate to support projects.

  • Effective responses to inquiries for public information materials.

  • Innovative and creative solutions to sensitive or corporately strategic public communications issues.

  • Advocacy and promotion of UNDP mandate, mission and purpose.

5. Facilitation of knowledge building and management
  • Identification and synthesis of best practices and lessons learned directly linked to programme country goals and activities.

  • Monitor practices, and project-specific news and developments in order to ensure guidance to the office that reflects the best and most current available information.

  • Provides advice and support to UNDP inputs to CCA, UNSDCF, CPD and other documents.

  • Sound contributions to knowledge networks and Communities of Practice including corporate communications repositories.

  • Organization and provision of training, consultancy and advice to UNDP staff on internal and external communications.

6. Effective management and supervision of the Communications team
  • Effective management of the Communications Team, including preparation of the work-plan, management of translations and contractual matters.

  • Advanced university degree (Master’s Degree) in media relations, journalism, publishing, or a related field. In lieu of an Advanced degree, a Bachelor’s university degree with 2 additional years of experience.

Experience:
  • Minimum 2 years of relevant experience at the national or international level in public relations, communications or advocacy.

  • Experience in the usage of computers and office software packages, good knowledge and experience in handling of web-based Management Systems.

Language Requirements:
  • Fluency in English and Thai. Knowledge of other UN official languages is desirable
