Job Description

Background of this search: In 2017, the Inter-American Development Bank (IDB), the UK’s Department for International Development (DFID), the Government of Canada, and the Caribbean Development Bank (CDB) have established a co-financing facility called “The Compete Caribbean Partnership Facility” (GN-2851), which is a continuation of the Compete Caribbean Program that funded over 100 private sector development projects over the period 2010-2016 in the Caribbean. These projects generated nearly 12,000 jobs, a 23% increase in exports (USD $37M) and a 41% increase in the revenue of participating firms and clusters (USD$153M), as well as an improvement in the business climate for some countries through policy or regulatory reforms. The purpose of the Compete Caribbean Partnership Facility (CCPF) is to drive inclusive and sustainable economic growth through greater competitiveness and innovation in the private sector of 13 Caribbean countries. In January 2020 the CCPF launched a call for proposals for clusters focused on the tourism and agri/agro-tourism sectors. To support this process, with the aim of providing tools to build a pipeline of strong projects, and to maximise the impact and benefits on the most vulnerable groups, a community-based tourism (CBT) toolkit was developed in collaboration with the Caribbean Tourism Organization (CTO), and disseminated through various channels including the Ministry of Tourism in each country and the Caribbean Hotel and Tourism Association (CHTA). The toolkit includes a primary market research of US based consumer to assess the demand for innovative products and services that can be offered in the Caribbean, and visitor willingness to pay for these experiences. Additionally, it includes a Community-Based Tourism Enterprise Handbook, Cluster Diagnostic Tool and a Tourism Assets Inventory and Profile Template, which cluster stakeholders can use to develop and/or enhance their tourism product and experience. The application process for the call for proposals required the submission of a Project Concept Note (PCN) and completion of two of the tools to obtain an assessment of the local context. Following the call for proposals, six PCNs were short-listed to move forward to the next step in the selection process which is the preparation of a Cluster Development Plan (CDP). These CDPs will be submitted to an Investment Panel (IP) of independent judges who will recommend which projects are most likely to succeed in achieving the following objectives:
  1. Job creation in the short and long term – the extent to which the cluster project will create new jobs, including for women and other vulnerable or marginalised groups.

  2. Revenue generation especially for businesses or farms in remote areas – the extent to which the cluster project will affect the revenues of stakeholders in underprivileged or remote areas.

  3. Increased foreign exchange the extent to which this project will generate additional spending from foreign visitors (new or current).

  4. Catalytic and sustainable impact – the extent to which the project will support inclusive and sustainable economic growth over time, and impact on climate change.

The team’s mission: The Compete Caribbean Partnership Facility (CCPF) seeks a professional consultant with outstanding facilitation skills to prepare a Cluster Development Plans (CDP) for the development of a cluster in Dominica. A CDP is a comprehensive strategic plan designed based on a thorough analysis of the situation on the ground, through consultations with cluster stakeholders, research on market opportunities identified, and segmentations recommended and/or established. It also includes a detailed implementation plan with priorities defined for each key stakeholder. Together, these priority activities or investments will enable the achievement of the outcomes and impact expected from the project, which are captured in a monitoring and evaluation framework. They also indicate the counterpart contributions in cash (10%) and in kind (10%) required from the stakeholders to ensure “skin in the game” and meet the obligations of the program’s operating regulations. What you’ll do: The consultant will provide technical support, facilitation services, advice, and training to the cluster/cluster members for the preparation of the CDPs. A participatory approach is essential throughout the process to reach consensus on a common vision, objectives, priorities, as well as detailed activities, roles and responsibilities, budget, and timeline. To ensure buy-in and commitment from stakeholders, a partnership agreement will also be defined, and a formal power of attorney may be required by the lead institution to make decisions on behalf of the cluster. The selected candidate will:
  1. Conduct desk research to become familiar with the sector, analyse results from the consumer market research, value chain, institutional infrastructure in the country, comparative advantages, growth potential, cost drivers, risks, etc. Gather and share information strategically, coordinate cluster engagement and provide training on cluster best practices to encourage collaboration, knowledge sharing, and buy-in, thereby embracing sustainable and inclusive economic growth.

  2. Organize consultations with cluster stakeholders which typically commence at the start of the consultancy and continues virtually throughout the consultancy. Two workshops will be held; one at the beginning of the consultancy, and another at the end. This is pending the lifting of Government prohibition on movement of people and banning of social gatherings. Extension will be provided or alternative arrangements will be made and approved otherwise. The Consultant will also:
    • Develop relationships with all cluster stakeholders to earn trust, understand concerns, identify common interests, and encourage collaboration through a participatory approach focused on achieving common objectives.

    • Provide coaching and advisory services to cluster stakeholders to encourage convergence around an initiative and/or a broader development agenda based on the market opportunities identified. This includes using the diagnostic tool to collect missing information and facilitate discussions, helping the cluster to articulate a common vision, goals, and define a value proposition for the market targeted and growth strategy. The strategy should clearly address gender equality and climate resilience.

    • Identify opportunities for firms to digitalize their processes and operations and ensure that a proper management system is in place that allows for a data-driven and market-driven approach to decision-making.


  3. Collect and complete missing information in the Asset Inventory.

  4. Prepare the CBT Destination Profile using the template provided.

  5. Collect baseline data using the templates provided and help the clusters to implement a monitoring and evaluation system that is suited to their initiative.

  6. Elaborate the CDPs (max 25 pages) and appendices in the templates provided on behalf of cluster stakeholders. Submit cluster sanctioned CDPs to Compete Caribbean. Note that:
    • In the implementation plan, the consultant should incorporate activities from the gender gap analysis of the firms involved, as well as specific actions to ensure effective participation of women-owned firms (WOFs) in the project.

    • The consultant should also assess climate change risks and incorporate initiatives to enhance climate change resiliency and adaptation.


Deliverables and Payments timeline: The consultant will undertake and submit the following deliverables:
  1. Workplan for the consultancy with timeline of activities.

  2. At least two 1-day stakeholder workshops (pending the lifting of Government prohibition on movement of people and banning of social gatherings): first workshop will involve primary stakeholder engagement of those directly and indirectly involved in the cluster, identified through initial outreach and/or the first mission. The second will involve a presentation of the CDP drafted to the stakeholders to get final feedback and buy-in. In the event the workshops cannot be held, the consultant shall arrange the stakeholder workshops virtually but ensure that all the key stakeholders are able to engage actively during the virtual sessions.

  3. Two brief reports outlining the outcome of the consultations with the stakeholders, including detailed agenda about individual or group consultations, list of attendees with contacts by gender and affiliation.
    1. The list of stakeholders, objectives, and agenda must be sent to the CCPF before consultations begin.


  4. A PowerPoint presentation on the final CDP and implementation plan, objectives, targets, contributions from different stakeholders, etc.

  5. A draft of the CDP in full compliance with the templates provided, and appendices:

Annex 1 – Implementation Plan, including M&E framework, timeline, counterpart contributions Annex 2 – Procurement Plan, including budget allocated for each consultancy to be funded by CCPF Annex 3 – Cluster Members Information, i.e. name of business, type of activity, etc. Include baseline data such as no. of employees, revenues for the last fiscal year, etc. Annex 4 – Terms of Reference (ToR) template for all consultancies (including drafted ones to be refined later) Annex 5 – Letter(s) of Commitment from institutions making cash and in-kind contributions Annex 6 – Cluster Partnership Agreement (CPA) including signatures from all key cluster members.
  1. Final CDP and appendices with feedback integrated from stakeholders and the CCPF. Opportunities for firms to digitalize their operations and processes and opportunities for proper management information systems must be included in the CDP.

  2. Community-Based Tourism (CBT) destination profile using template provided

  3. Asset Inventory completed

  • Citizenship: You are a citizen of one of our 48-member countries or any of the six OECS beneficiary countries of Compete Caribbean.

  • Consanguinity: You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB Group.

  • Education: Master’s Degree or higher in International Development, Marketing, Business Management, Tourism Studies; Agricultural Sciences and/or related fields.

  • Experience: At least 10 years of experience working in project management with clear evidence of expertise in facilitating diverse groups of stakeholders to achieve common goals. Knowledge and understanding of the tourism and agriculture sectors, and related experience working in the Caribbean would be an asset.

  • Languages: Must be fluent in written and spoken English.

Core and Technical Competencies: The consultant must have experience in the development of management information systems to facilitate identification of needs among diverse stakeholders and ensure buy-in along the way.   • Responsible person: This consultancy will be supervised by the Private Sector Development Lead Specialist (IFD/CTI) and coordinated by the Coordinator for Productivity and Innovation in the private sector, Compete Caribbean Partnership Facility (CCPF). The consultant is expected to work under the direct guidance of the Project Development Officer (PDO) assigned to this project.

  • Requirements: You must be a citizen of one of the IDB’s 48 member countries or six partnering OECS countries and have no family members currently working at the IDB Group.
