Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General. In order to support the best informed process in the filling of the present vacancy by direct selection, the ILO invites interested candidates to submit their candidature online by the above date. Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance. Introduction The Government of the Netherlands has launched a new partnership initiative built on the combined strengths, experience and values of specific development and humanitarian organizations to develop a new paradigm in responding to forced displacement crises. The partners include: the Government of the Netherlands, the International Finance Corporation (IFC), the ILO, the UNHCR, UNICEF and the World Bank. The Partnership, entitled “PROSPECTS”, aims to help transform the way governments and other stakeholders, including the private sector, respond to forced displacement crises – and in particular: (1) to enhance the enabling environment for the socio-economic inclusion of forcibly displaced persons (to mitigate their plight during years of exile and to best prepare them for their return); (2) to enhance access to education and child protection for vulnerable children on the move; and (3) to strengthen the resilience of host communities through inclusive socio-economic development that also benefits forcibly displaced persons. The Partnership will be grounded on results-based and country-led approaches (“bottom up”) in two identified regions: MENA and the Horn of Africa. Within the policy and procedural requirements established by the ILO and the Partnership Programme, the Coordinator will be responsible for the day-to-day coordination of programme management and implementation in the three Arab States countries in the programme: Iraq, Jordan and Lebanon. In consultation with the Resilience and Crisis response Specialist, this will involve support to the country programme teams, coordination with technical DWT specialists, communications and coordination with the Global PROSPECTS programme team in HQ and, where relevant, provide management, administrative and advisory services to ensure efficient and effective programme implementation and development in the region. S/he will ensure that the objectives stated in the Multi-Annual Country Programme documents and those relevant to the region in the Multi-Annual Global and Regional Programme are attained within the stated timeframe and budget and support compliance with the ILO and the programme's financial and operating procedures. The incumbent will promote ILO policies in the programme-related technical areas and other components of the ILO Decent Work Agenda and in line with relevant Decent Work Country Programmes. Reporting lines: The incumbent will report directly to the Director of the ILO’s Decent Work Team in Beirut. S/he will receive technical backstopping from the DWT Resilience and Crisis Response Specialist and work in close coordination with the PROSPECTS Global Coordinator in Geneva. Description of Duties
  1. Ensure effective implementation of the programme in the region through: the provision of inputs, the delivery of outputs, and the planning, monitoring and evaluation of activities. Deliveries and outcomes must be in conformity with ILO policies and project strategies and in accordance with ILO programming guidelines and country/action programmes, and the administrative and financial procedures in consultation with ILO ROAS.
  2. Provide advice and guidance to country programme teams as necessary for the effective management of funds/budgets allocated to the programme, as well as technical and related activities..
  3. Ensure the effective management of funds/budgets and activities allocated to the region under the Multi-Annual Global and Regional Programme in close consultation with PROSPECTS Global Coordinator.
  4. Manage all aspects of programme management and coordination.
  5. Where relevant and necessary, provide and/or coordinate technical advice and support to programme country teams, in close consultation with Decent Work Team in Beirut.
  6. Support efforts to strengthen relationships to cooperate and coordinate with government ministries, employers' and workers' organizations, non-governmental organizations, other development organizations, target groups and donors in the planning and implementation of programme activities.
  7. Liaise with the regional and country offices of the PROSPECTS partners to support programme coordination and development, and facilitate the scaling-up of the ILO's interventions.
  8. Establish and maintain close working relations with Partnership agencies and key stakeholders of the programme at regional level, ensuring that approaches are complementary, synergies are sought and opportunities for joint delivery are leveraged.
  9. Provide support as necessary to programme country teams for engagement and coordination with PROSPECTS Country Teams, including the Netherlands Embassies, and communications with the Global Programme Team at HQ, particularly to support efficient communications between the Global Steering Committee and governance structures at the regional and country level.
  10. 1Promote ILO policies in the related technical areas of the programme, other fundamental rights at work and the relevant International Labour Standards in collaboration with other technical/labour standards specialists.
  11. 1Support the monitoring, evaluation and reporting of the programme’s activities at regional level and at country level in close collaboration with relevant programme teams, ILO ROAS, the DWT and the Global PROSPECTS M&E Officer, in conformity with ILO policies and project strategies.
  12. Ensure efficient and effective communication of the programme context and challenges and of the results achieved by the Partnership.
  13. Support efforts to identify and document lessons learned and contribute to knowledge management activities to expand and enhance learning on supporting the access of refugees and host communities to decent work.
  14. Participate in and, as appropriate, lead the organization of conferences, seminars, workshops, training sessions and other project events including representation of the ILO at meetings related to the project, thematic donor/partner meetings, etc.
  15. Undertake other duties as required.
Required qualifications Education Advanced university degree in a relevant field. Experience More than 10 years of relevant professional field experience in project management and implementation. Proven capacity to initiate and implement technical co-operation programmes and activities with ILO constituents, private sector and NGO. Seven years’ experience at the international level. Familiarity with ILO policies, technical programmes and procedures and professional experience in the region would be an advantage, as would experience of working in crisis settings. Languages Excellent command of English. Knowledge of Arabic is an asset. Competencies

Conditions of employment
  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
