USAID/Colombia anticipates releasing a Request for Proposal (RFP) for the Venezuela Response and Integration (VRI) IDIQ, which will include an initial $36-40 million task order, the Migration Management Activity. This task order will build the Colombian government's capacity, at national and local levels, to develop and implement an approach to respond effectively to the mass migration from Venezuela. It will also help the government use their resources more effectively and efficiently to meet the needs of migrants and their host communities. Objectives include 1) increasing government capacity to track and document migrants, 2) enhancing subnational government capacity to provide migrants with access to quality services (health, education, etc.), and 3) reducing xenophobia toward migrants. The anticipated period of performance is Jan. 2021-Dec. 2026.
MSI seeks an experienced Chief of Party (COP) with technical expertise in governance and service delivery to manage and implement the Migration Management Activity Task Order. This full-time position based in Bogotá is contingent upon funding and USAID approval.
Provide overall technical and operational leadership for the implementation of the project while ensuring compliance with USAID requirements and regulations.
Manage and supervise the work of Project Personnel, short-term experts, subcontractors and grantees to achieve project objectives and targets, and ensure timely implementation.
Develop and maintain effective partnerships with development partners such as government institutions, private sector, civil society, etc.
Oversee fulfillment of all contract delivery requirements including all reports.
Oversee internal management of the project including the budget and performance Monitoring and Evaluation.
Serve as principal liaison with USAID, host country government, counterparts, beneficiaries, and donors.
At least eight (8) years' experience in a senior-level management role and demonstrated management and leadership skills.
Prior experience as Chief of Party for USAID or similar role highly preferred.
Substantial technical expertise in Local Governance, service delivery and/or policy reform and significant experience working closely with government officials is required.
Experience working in Colombia or the region, primarily Venezuela, is required.
Experience supporting migrants, refugees or internally displaced persons (IDPs) is preferred.
Written and oral fluency in English and Spanish.
