Job Description

Job title: CCU Coordinator" id="link" class="link">Meal Coordinator (4-month assignment) Band: F – non-managerial Reporting to: CCU Chief of Party Location: Tunis with up to 30% travel Overall purpose of the role: (1-2 sentences) We are looking for a highly qualified and dynamic professional to serve as a Monitoring, Evaluation, Accountability and Learning Coordinator for the CCU and the programme under its Coordination. Such programme is currently supported by DFID SSS Phase II [Central Mediterranean Route] implemented by DRC, IRC and Start Network. The programme seeks to enhance access to basic services and develop the capacity of local authorities to manage displacement and migration flows in a protection sensitive manner. The program being in his final stage, the CCU MEAL Coordinator will provide leadership and technical expertise to ensure quality and consistency of the learning process within the Consortium framework (across program and members).  Specifically, lead as focal point for the final evaluation, the learning events and the review of the M&E framework. Responsibilities: General
  • Represents the Consortium for all MEAL related initiatives to external audiences, as well as internally to Consortium members

  • Improve learning, propose innovative MEAL approaches, etc.

  • Provide MEAL technical expertise throughout the consortium and support Capacity Building.

Coordination and Management
  • Coordinate and lead learning initiatives, which include organising learning events and producing knowledge products

  • Coordinate and guide all M&E capacity-building activities with Consortium partners and other implementing partners - manage, mentor, and coach staff across the Consortium as needed

  • Coordinate and lead documents and data gathering with Consortium MEAL Focal Points

  • Coordinate and lead all evaluation processes within the Consortium framework, this includes at intermediate and outcome-level

Learning and Knowledge Management
  • Supervise the development of the end of program learning together with all Consortium members ( lessons learned and best practices, collaborative learning)

  • Supervise the organisation of the final evaluation (with external consultant) and act as focal point between the consultant and partners (together with Chief of Party).

  • Develop MEAL lessons learnt documents including technical recommendations for future programming

Technical Support
  • Provide MEAL technical guidance for program review processes, including providing advice on strategic planning

  • Oversee programme’s monitoring of performance and evaluation of results and provide Analysis and recommendations

Quality and Accountability
  • Drawn best practices and lessons learnt on accountability and feedback mechanisms in coordination with MEAL focal points

  • Develop innovative strategy for feedback mechanisms in Mixed Migration Programming

Experience and technical competencies: (include years of experience)
  • Minimum of 5 years of experience in the development and implementation of MEAL systems for humanitarian and/or development programmes (with key focus on protection, resilience and health being an advantage);

  • Experience on working on Migration programmes;

  • Demonstrated understanding of M&E principles and processes, evaluation and research methodologies;

  • Strong facilitation and training skills with diverse audiences;

  • Proven experience in the use of common project Design tools, including logical framework approach and theories of change;

  • Demonstrable experience in the design and application of both quantitative and qualitative Data Collection tools. Experience in the use of sampling approaches is desirable.

  • Demonstrable experience in the use of monitoring and evaluation for knowledge management and learning at operational and organisational levels;

  • Capacity to work in multidisciplinary team, and understand and communicate the importance of multidisciplinary activities;

  • Capacity to work independently and take the lead while also being a team player: able to demonstrate a constructive, cooperative and problem-solving approach;

  • Experience of working in insecure environments and of security management;

  • High degree of computer literacy;

  • Experience of working in partnerships or consortia;

  • Previous working experience in North and or West Africa is an advantage;

  • Remote and matrix management experience is an advantage.

Education: (include certificates, licenses etc.)
  • A post-graduate degree in humanitarian and/or development studies, social policy or a related subject;

  • Technical training on MEAL aspects would be a considerable advantage.

Languages: (indicate fluency level)
  • Fluent written and spoken English

  • Good knowledge of French and/or Arabic is an advantage
