Creative Associates seeks a Behavior Change Communications Director for an anticipated donor-funded project in Colombia. Working closely with senior Project Management, the Behavior Change Communications Director provides technical oversight, strategic direction and implementation of the project's communications strategy and behavior change component, to promote Social Cohesion and a culture of peace and reconciliation. S/he is also responsible for overseeing communication partners to conceptualize and develop initiatives that will support the implementation of this strategy. Project Summary: USAID/Colombia's Youth Resilience Activity (YRA) will build the capacity of vulnerable youth, disengaged child soldiers, and former youth offenders to cope with the effects of crime and violence and reduce the risk of recidivism. In order to do so, YRA will develop peaceful and protective environments, strengthen the relationships among youth, their families, communities, and local authorities, and provide alternative education and economic opportunities to at-risk youth. In doing so, YRA will be better positioned to respond to the needs of violence-affected youth and their communities, support the prevention of recidivism by disengaged child soldiers and former youth offenders, and foster greater economic and social stability in Colombia. Reporting and Supervision: The Behavior Change Communications Director will report to the Chief of Party and supervises the Communications Assistant. Responsibilities Primary Responsibilities:
  • Provide technical leadership, oversight, and strategic direction in behavior change communications to meet project goals and targets;

  • Provide technical guidance to overall project management, including supporting the development of work plans, the Communications and Outreach Plan, budgets, reporting and Monitoring and Evaluation (M&E);

  • Work closely with project staff and stakeholders to Design and implement an evidence-based communication strategy with a trauma-sensitive approach, that directly engages youth in target areas of Colombia;

  • Ensure that program activities are aligned with achieving overall program objectives;

  • Report on program activities to support client and M&E reporting requirements;

  • Manage communications partners to ensure quality implementation of activities, which may include digital campaigns, app development, Mapping, and assessment;

  • Oversee technical efforts of sub-grantees/contractors supporting behavior change efforts;

  • Establish long-term strategic communications alliances, at both the local and national level; and

  • Strategically collaborate with similar USAID activities in Colombia to increase coverage and impact. Qualifications

Required Skills and Qualifications:
  • A Bachelor's Degree is required; a relevant master's degree is preferred;

  • At least eight (8) years of relevant experience;

  • At least six (6) years of experience working in the area of communications and a strong focus on behavior change communications;

  • Demonstrated experience in campaigns against social stigmatization;

  • Understanding of the Colombian context;

  • Experience working in conflict, post-conflict, or transitional state environments and an understanding of the social-cultural issues and nuances of working in such communities;

  • Familiarity with international donor regulations and procedures, with prior experience on a USAID program preferred;

  • Excellent Interpersonal Communication skills; and

  • Speaking, writing, and reading fluency in Spanish required; English fluency desired.
