Division Summary In June 2020, the foundation hired a Chief Communications Officer and established a new Communications Division to oversee the foundation’s global communications strategy. The division brings together internal and external communications to advance the foundation’s mission of a more equitable world. Group Summary The Office of the Chief Communications Officer (CCO) team is responsible for ensuring strategic and operational alignment within the division and across the foundation, through strategy planning and development, business operations, measurement and insights, portfolio management, and process/project development and management. Position Summary The Associate Program Officer (APO) is responsible for providing Communications Measurement & Evaluation support to foundation communications strategies. Core Responsibilities Key responsibilities of the APO include, but are not limited to, the following:
  • Building measurement frameworks for digital communication interventions that include the development of theories of change, KPIs, and learning agendas. 

  • Developing and implementing tools/systems to measure the outputs, outcomes and impact of the foundation’s Digital Communications

  • Managing vendors involved in the production and collection of communications data. Lead in developing and maintaining scorecards and dashboards with KPIs throughout the year.

  • Support the implementation of global public opinion research projects to inform communication Design, including both quantitative and qualitative methodologies.

  • Support social and digital sentiment Analysis for reputation monitoring.

  • Working knowledge of project management processes, workflows, and terminology

Position Reports to: Deputy Director, Measurement & Insights Core Knowledge and Skills You have demonstrated skills and/or expertise in evaluating digital communications campaigns as well as media analytics more broadly. You are proficient at social and traditional media analytics, Digital Media monitoring, network and sentiment analysis, and owned channel performance. Experience using public opinion research methods (quantitative and qualitative) is a plus. Additional qualifications include:
  • Experience working with change logics, behavioral science and evaluation approaches as they relate to communication. This role has a heavy emphasis on digital communication.

  • Proficiency building measurement frameworks, Mapping indicators to objectives, outcomes and goals.

  • Experience setting up digital Data Collection activities – other evaluation methods a plus – as well as visualization and reporting.

  • Demonstrated familiarity with, and effective use of, digital metrics (Adobe Analytics, social media analytics, CRM, etc.), as well as tracking tools and techniques (e.g. CID/UTM codes, Pixel-based audience remarketing). Knowledge of paid promotions techniques is a plus

  • Advanced practical knowledge of Microsoft Excel, including pivot -tables and macros, and strong Data Visualization skills in PowerPoint.

  • Practical expertise in a professional capacity (preferably in a client-oriented organization, PR Agency, or advocacy-oriented/sector NGO) of communication measurement and evaluation strategies, as well as project and/or Program Management.

  • Proficient at presenting data in a visually attractive, compelling, and comprehensible manner through scorecards, dashboards, charts or infographics.

  • Experience crafting projects in communications and advocacy. Specifically, developing theories of change, indicators for evaluating success, and reporting.

  • Experience commissioning and/or implementing public opinion research (both quantitative and qualitative)l

  • Availability to travel 25% of the time.

  • Digital agency experience a plus.

  • Experience in project management and managing vendors producing research and evaluations.

  • Preferred location is Seattle – DC also possible.

Education and Experience
  • At least 3-5 years of experience in similar role doing research/evaluation work.

  • PMP or other project management certification desired but not required

  • Experience working in non-profit/public health, government, communications / digital agency, or private sector organization is strongly preferred.
