The anticipated USAID-funded Attain & Sustain 95-95-95, Prevent New Infections and Reach all Populations for Epidemic Control (ASPIRE) will be designed to, over 5 years, reduce HIV incidence and AIDS-related mortality in pursuit of epidemic control in Eswatini in alignment with GKoE's vision of an AIDS-free generation by 2022 and the National Multisectoral HIV and AIDS Strategic Framework 2018-2022. Position is contingent upon receipt of donor funding and will be based in Eswatini. JOB SUMMARY: The Associate Director, Continuum of HIV Care & Treatment provides technical leadership for the project and support to the Technical Director in the management of project interventions for linkage to care, PMTCT, clinical management of HIV/AIDS and Reproductive Health towards the achievement of UNAIDS 95-95-95. The Associate Director will ensure the appropriate application of sound technical strategies and best practices to the Design and implementation of these high-quality HIV care and treatment and reproductive health/Family Planning intervention. KEY RESPONSIBILITIES:
  • With the support of the Technical Director, oversee the development of strategies for the design and implementation of HIV/AIDS Care & Treatment and Reproductive Health/Family Planning strategies and approaches at the facility and community level.

  • Coordinate with community service providers to ensure uninterrupted continuum of care and treatment services.

  • Provide Technical Assistance in HIV/AIDS clinical management and PMTCT Capacity Building to field programs.

  • Develop guidelines, tools and recommendations related to the implementation, evaluation of clinical management of HIV/AIDS, PMTCT and RH/FP.

  • Contribute to development of lessons learned from programs and projects related to clinical management of HIV/AIDS, PMTCT, RH/FP and apply these lessons to modify existing and improve the design of new programs.

  • Represent FHI/Eswatini to donors and government officials on issues of clinical management of HIV/AIDS, PMTCT and RH/FP.

  • Remain informed on current programs in the field of clinical management of HIV/AIDS and related development field by reviewing current literature and stay alert to any implication of such experience and research for department activities.

  • Provide technical assistance in non-ART clinical care including the management of opportunistic infections (OI) and Palliative care capacity building to field programs.

  • Develop concept papers and research papers to improve and or extend existing studies in the management of HIV/AIDS activities.

  • Perform other duties as assigned.

  • MB.BS/MD/PhD or similar degree with a minimum of 7 years relevant experience with at least 5 years progressive experience working in the health or development field in Eswatini.

  • A minimum of 5 years’ experience in care and treatment for HIV/AIDS especially with ARV program.

  • Possession of an MPH or post graduate degree in a related field is highly desirable.

  • Proven experience in Project Development, planning and facilitating Technical Training.

  • Familiarity with Eswatini health system and NGOs and CBOs is highly desirable.

  • Knowledge of health and development programs in developing countries in general and Eswatini specifically.

  • Experience in designing and implementing HIV/AIDS care and treatment programs in developing countries.

  • Clinical management and training experience and ability to understand full range of issues around the clinical management of HIV/AIDS, including provision of ART.

  • Familiarity with the scientific literature on HIV/AIDS and with research on care and treatment issues.

  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV infection.

  • Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance.

  • High degree of proficiency in written and spoken English communication, including presentation and training skills.
