Candidates must be primarily Turkish nationals. General Service staff, regardless of grade or length of service, with a relevant degree and meeting UNHCR standards for recruitment to the National Professional Officer category can apply, provided that requirements regarding professional experience, academic qualifications, language, etc. are fulfilled. ORGANISATIONAL BACKGROUND Turkey has traditionally been hosting refugee populations from a variety of nationalities, which has increased to over 3.6 million over the past years. Turkey is a party to 1951 Geneva Convention and its 1961 New York Protocol. With the recent institutional and legislative developments, Turkish Government is the main provider of protection to refugees in Turkey, and UNHCR¿s main role is to provide technical and policy support to the Turkish Government to develop policies in line with its international obligations and international standards, alongside provision of humanitarian support. Alongside Technical Support to the government, UNHCR Turkey is also working to find durable solutions for both Syrian refugees and refugees from other countries. Within this context, Policy Development Unit (PDU) provides policy guidance and technical support to the main State institutions and counterparts in Turkey including the Directorate General of Migration Management, line Ministries, as well as NGOs and UNHCR¿s partners with a view to enhance the protection space for refugees and Asylum Seekers in Turkey in line with international standards. Promoting social cohesion and fostering mutual understanding stand as the key areas of work of UNHCR Turkey. CONTEXT UNHCR Turkey and the Directorate General of Migration Management will organise an international summit in April 2020 to focus on the social cohesion and co-existence with an aim to promote discussions on various aspects of social cohesion to inform policy-making and implementation through identification of innovative approaches, interlinkages between social cohesion and different sectors such as livelihoods, education and development. The summit will entail high-level participation from various institutions, international community and civil society, including private sector, academia and NGOs and will be engaged by refugee and host community representatives. The summit will highlight the linkages between Sustainable Development Goals (SDGs) and social cohesion from the perspectives of education, livelihoods, health, gender equality, and perceptions. In this respect, the Summit will enable assessing social cohesion from a variety of areas pertaining to the lives of refugees and host community members from different angles, allowing participants to personalize their experience and the event to reach a wide audience. In this perspective, UNHCR Turkey is looking for a consultant to support the organisational aspects of the Summit. The Consultant is expected to develop a work plan in Coordination with the stakeholders, identify and take steps for delivery of the organisation, ensure timely communication among the parties and support UNHCR team for timely implementation. KEY DELIVERABLES Preparation Phase 1. Develop a work plan; 2. Liaise with all stakeholders under the supervision of the Office of UNHCR in Turkey; 3. Identify partner institutions in coordination with the relevant Unit in UNHCR; 4. Take part in fundraising efforts and follow-up on the fund-raising; 5. Liaise with refugees to entail their perspectives and opinions to the summit programme; 6. Organise regular meetings to ensure coordination; 7. Plan logistical preparations; 8. Ensure timely and appropriate communication and coordination with the participants of the Summit, with a focus on panellists and other speakers including by means of the receipt of abstracts; 9. Compose the agenda in consultation with relevant stakeholders; 10. Ensure visibility of all stakeholders; 11. Provide regular reports to the Office of UNHCR and DGMM. Implementation Phase 1. Ensure all stakeholders are actively involved and coordinated during implementation phase; 2. Support implementation and delivery of the event; 3. To provide practical solutions to problems and challenges during the implementation phase; 4. Ensure reporting and recording of the event activities. Deliverables 1. Work plan and budget of the event planned; 2. Regular reports on steps taken and implementation; 3. A final narrative report showing the overall conduct and marking the end of the Summit; 4. A final financial report detailing expenditure. QUALIFICATIONS ¿ At least a Bachelor¿s degree in political or social sciences; marketing; and business Administration; sociology; ¿ 5 years past experience in Event Management experience in coordinating and planning events for international and national level; ¿ Good communication and stakeholder management skills to enable liaison with donors and stakeholders in a professional manner; ¿ Excellent administration, organizational and time management skills; ¿ Excellent team work and participatory process skills; ¿ Ability to plan and prioritize work duties as well as work competently under pressure and tight deadlines; ¿ Excellent communications and writing skills in English and Turkish. ¿ Good understanding of the international protection context in Turkey and refugees; ¿ Communication and writing skills in Arabic or Farsi (desirable) Shortlisted candidates may be required to sit for a test.
