Advisor (m/f/d) for Employment Promotion
The situation of Iraq and especially the Kurdistan Region of Iraq (KRI) is characterized by the continuing economic crisis and the protracted displacement conditions of Syrian Refugees and Iraqi internally displaced people (IDPs). High unemployment rates, the dependence on the oil economy and the enormous role of the public sector are preventing a sustainable Private Sector Development. Therefore, the project “Employment Promotion for IDPs, refugees, returnees and socially deprived households in host communities” aims at improving the access to employment opportunities, especially in the private sector. To achieve this goal, the project is working on (1) increasing job seekers’ employability, (2) supporting the growth of MSMEs ( Micro, Small & Medium Enterprises) in the region and therefore creating new employment opportunities, and on (3) further developing a well-functioning job skills-matching system. The project is implemented in the four governorates of KRI: Duhok, Erbil, Sulaymaniyah and Halabja. In the upcoming years of implementation, activities are also planned to open to other parts of Iraq, namely Ninewa Governorate.
Coordinating/managing the implementation of the employment promotion strategy in the programme
Select and assess the implementing partners in line with the strategy and GIZ’s rules and regulations as well as assessment of partners and quality control of implementation
Liaise and manage strategical relations with stakeholders and authorities
Technically guide, advise the programme and its implementing partners towards the programme's objectives and in line with the Labor Market needs and dynamics
Coordination with cash for work section of the programme in order to create sustainable employment opportunities
Support the Head of Programme for the technical coordination and implementation of the whole programme and liaise with the other programme units (Monitoring, Reporting & Administration)
Represent the programme and GIZ in external and internal forums of discussion and coordination
Several years working experience in the Design and implementation of livelihood, market-based and cash programming in the private, public and/or humanitarian sectors
Previous background and experience in Livelihoods in the KR-I and/or Iraq
Good understanding of the context in the Middle East/North Africa is considered an advantage
Strong communication, representation, coordination, training and writing skills
Fluency in English and German, basic knowledge of Arabic and/or Kurdish language is an asset
