The organization is committed to promoting the rights of every child and offers diverse opportunities for professional and personal development. UNICEF employs a passionate workforce dedicated to serving children and communities worldwide, and it emphasizes a culture of inclusivity and belonging.

Job Overview:
The Supply Associate position at UNICEF is crucial for supporting the Ebola emergency response in the Democratic Republic of the Congo. Under the supervision of the Supply Officer, the incumbent will engage in highly skilled procurement and supply work, managing complex procurement and contracting cases. This role requires a high degree of operational independence and involves leading end-to-end procurement processes. The Supply Associate will also contribute to the design and development of improved supply services and delivery mechanisms, ensuring that UNICEF's response to the Ebola outbreak is effective and timely. The position demands strategic expertise and technical authority to lead UNICEF's WASH/IPC response and support government-led coordination across affected areas, particularly in a complex humanitarian environment characterized by insecurity and population displacement.

Duties and Responsibilities:
The major duties and responsibilities of the Supply Associate include:
  • Planning: Developing and implementing procurement plans that align with UNICEF's strategic objectives.
  • Procurement and Contracting: Managing procurement processes, including drafting contracts and ensuring compliance with UNICEF's logistics and supply rules.
  • Procurement Services and Supply Financing: Providing financial oversight for procurement services and ensuring efficient supply financing where applicable.
  • Localization and Emergency Preparedness: Collaborating with local authorities and partners to enhance emergency preparedness and response capabilities.
  • Information and Data Management: Maintaining accurate records and reports related to procurement activities and supply chain management, ensuring data integrity and accessibility for decision-making.

Required Qualifications:
To qualify for this position, candidates must have a minimum of six years of relevant administrative experience in logistics, warehousing, transport, supply chain management, or a commercial context. A bachelor's degree in a related field may substitute for three years of experience, while a master's degree may replace an additional two years. Candidates should demonstrate the ability to apply UNICEF's logistics and supply rules to complex cases and have experience using ERP systems and MS Office tools. Additionally, experience in humanitarian or emergency settings, particularly in response to outbreaks like Ebola, is highly desirable.

Educational Background:
Candidates must have completed secondary education as a minimum requirement. A bachelor's degree from a recognized institution in logistics, supply chain management, or a related field is preferred and can substitute for relevant work experience. A master's degree is advantageous and may further reduce the required years of experience.

Experience:
The position requires demonstrated experience in applying logistics and supply rules in complex situations, particularly in humanitarian or emergency contexts. Candidates should have experience supporting active outbreak responses and working with government and UN agencies in challenging environments. Familiarity with ERP systems and logistics modules is essential, as is experience in delivering measurable results in insecure areas.

Languages:
Fluency in French is mandatory for this position. Knowledge of another official UN language (Arabic, Chinese, English, Russian, or Spanish) or a local language is considered an asset, enhancing communication and collaboration in diverse settings.

Additional Notes:
This position is a temporary appointment for six months, with a focus on emergency response. UNICEF promotes a diverse and inclusive workforce and encourages applications from all qualified candidates, particularly women and individuals from underrepresented groups. The organization offers a comprehensive benefits package, including paid parental leave and reasonable accommodations for persons with disabilities. Candidates must comply with UNICEF's zero-tolerance policy on misconduct and undergo rigorous background checks. The role is assessed as elevated risk for child safeguarding, necessitating additional vetting for candidates. UNICEF does not charge any fees during the recruitment process and is committed to fostering an inclusive work environment.
