Job Overview: The position of UN Volunteer Specialist for Monitoring, Evaluation, and Reporting in the Ebola response is crucial for the WHO's efforts in managing the ongoing Ebola outbreak in the Democratic Republic of the Congo and neighboring regions. The role involves establishing a robust monitoring and evaluation framework to ensure that donor-funded activities are systematically tracked and reported. The incumbent will work closely with various stakeholders, including technical leads and country offices, to ensure that all activities align with approved proposals, budgets, and timelines. This position is vital for enhancing accountability, supporting operational decision-making, and ensuring that the results of the Ebola response are documented and communicated effectively to donors and stakeholders. The UN Volunteer will also play a key role in identifying risks and challenges in the implementation of the response and will be responsible for producing regular performance reports that highlight achievements and areas needing attention.
Duties and Responsibilities: The UN Volunteer will be responsible for a comprehensive set of duties, including but not limited to: establishing and maintaining a consolidated monitoring system for Ebola grants, developing a grant reporting calendar, collating donor proposals and translating them into practical monitoring tools, monitoring progress against outputs and outcomes, producing performance dashboards, coordinating inputs for donor reports, tracking budgets and workplans, drafting and quality-assuring technical reports, supporting resource mobilization efforts, and ensuring that all reporting reflects the relationship between resources and public health outcomes. The role also involves facilitating grant-performance reviews, supporting the monitoring of major operational components of the Ebola response, and ensuring that equity dimensions are incorporated into monitoring and reporting. The UN Volunteer will perform other related duties as required by the supervisor as the Ebola response and grant portfolio evolve.
Required Qualifications: The position requires a first university degree in business administration, information management, public health, epidemiology, economics, international development, or life sciences from a recognized university. Additionally, candidates should have certified training in project or programme management or at least three years of strategy and management consulting experience. The ability to communicate effectively in both languages will facilitate collaboration with diverse stakeholders and enhance the quality of reporting and documentation.
