Job Overview:
The Extended Term Consultant (ETC) position is situated within the Fiduciary Systems Global Unit of the Governance Global Department at the World Bank Group's Prosperity Vice-Presidency. This role is pivotal in supporting the Climate Change Governance Program (CCG) and the Financial Management Umbrella Program (FMUP). The consultant will be responsible for the strategic planning, stakeholder engagement, and knowledge generation necessary for the successful delivery of the CCG, which aims to integrate climate considerations into governance and public financial management systems. Additionally, the consultant will support FMUP in monitoring results, donor reporting, and partnership engagement. The position requires a professional with deep expertise in program development and implementation, particularly in multilateral or public sector contexts, to ensure high-quality delivery and sustainability of both programs.

Duties and Responsibilities:
The selected candidate will undertake a variety of tasks across two main areas of accountability: Program Delivery Implementation Support for the Climate Change Governance Program (CCG) and Portfolio Results Reporting for the Financial Management Umbrella Program (FMUP). Responsibilities include supporting the overall delivery of the CCG, contributing to operational planning, coordinating activities, and implementing program outputs. The consultant will lead the finalization and rollout of the CCG's capacity building program, applying instructional design expertise to develop a rigorous curriculum for senior government officials. They will manage the operational lifecycle of training delivery, ensuring a high-quality participant experience, and contribute to program monitoring and reporting. For FMUP, the consultant will monitor grant implementation, track progress against outcomes, prepare progress reports, and engage with donors and partners to ensure timely communication of program performance.

Required Qualifications:
Candidates must possess a high level of initiative, organizational judgment, and technical expertise in program development and implementation. Strong analytical skills and the ability to synthesize complex information into clear, actionable insights are essential. The role requires experience in results frameworks and partnership processes within multilateral or public sector contexts. Familiarity with climate governance and public financial management systems is highly desirable, as is the ability to engage effectively with a diverse range of stakeholders.

Educational Background:
A relevant advanced degree in public administration, finance, economics, or a related field is required. Candidates should have a strong academic background that supports their understanding of public financial management and governance issues, particularly in the context of climate change.

Experience:
The position requires significant experience in program development and implementation, particularly within multilateral or public sector environments. Candidates should have a proven track record of managing complex projects, engaging with stakeholders, and delivering results in challenging contexts. Experience in monitoring and evaluation, as well as capacity building initiatives, is highly valued.

Languages:
Fluency in English is mandatory, as it is the primary language of communication within the World Bank Group. Proficiency in additional languages, particularly those relevant to the regions served by the World Bank, is considered an asset and may enhance a candidate's application.

Additional Notes:
The position is a full-time role hosted within the Fiduciary Systems Global Unit and is jointly funded by the FMUP and CCG Program. The consultant will be expected to work collaboratively with a small team and engage with various stakeholders, including government officials and donor partners. The contract duration and specific compensation details are not specified in the job posting.
