Experience:
The position requires a minimum of 2 years of relevant experience in finance or accounting. This experience should include familiarity with financial systems, bookkeeping, and compliance with financial regulations. Candidates with experience in humanitarian or non-profit organizations will be preferred, as they will have a better understanding of the unique challenges and requirements of financial management in these contexts.
Languages:
Fluency in English and Romanian, both written and spoken, is mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders, partners, and team members. Additional language skills may be considered an asset but are not required for this role.

Duties and Responsibilities:
The Finance Officer will have a comprehensive set of duties and responsibilities, including but not limited to:
- Daily Operations: Ensure timely payment of contractors, suppliers, taxes, and other expenditures. Verify that vouchers and supporting documents comply with NRC’s procedures. Maintain updated cash and bankbook records, ensuring reconciliation between bank/cash and internal ERP Unit 4/Agresso. Perform daily bookkeeping and utilize the NRC Agresso accounting system. Ensure sufficient cash in the bank and cash boxes, and that cash payments are processed correctly. Coordinate with finance teams regarding cost allocations of basic running costs. Contribute to month-end closure processes, including account reconciliations.
- Partnership Management: Review partner financial reports on a monthly and quarterly basis. Prepare financial verification reports in line with NRC partnership policy. Ensure all supporting documents are accurate, readable, and traceable. Communicate with partner representatives regarding any comments or questions.
- Compliance and Reporting: Ensure adherence to NRC’s Financial Handbook and donor requirements. Support the implementation of relevant activities as included in the CO Action Plan. Promote PSEA standards and principles within NRC and among project participants.
- Other Responsibilities: Perform additional finance-related tasks as requested by management.
Required Qualifications:

- A Bachelor’s degree in Finance or a related field.

- Knowledge of audit processes and local tax requirements.
