Job Overview:
The Construction Engineering Consultant position at UNICEF Egypt involves providing specialized technical support for construction, rehabilitation, and infrastructure projects. The consultant will ensure that all infrastructure interventions are planned, designed, procured, implemented, monitored, and handed over according to UNICEF's requirements and applicable Egyptian regulations. This role requires a strong focus on environmental and social safeguards, accessibility standards, health and safety requirements, and principles of climate resilience and sustainability. The consultant will work closely with UNICEF's Programme and Operations sections and government counterparts, preparing and reviewing construction designs, scopes of work, technical specifications, and tender documentation. Additionally, the consultant will support procurement processes, monitor construction activities, and provide technical recommendations to mitigate risks associated with construction projects.

Duties and Responsibilities:
The duties and responsibilities of the Construction Engineering Consultant include:
  • Providing technical support on construction project management to UNICEF Programme and Operations sections and government counterparts.
  • Preparing and reviewing construction designs, scopes of work, technical specifications, Bills of Quantities (BoQs), and tender documentation.
  • Supporting construction procurement processes, including bidders’ conferences, technical clarifications, technical evaluations, and analysis of financial proposals.
  • Monitoring construction activities through site visits and technical meetings, reviewing progress and quality, and supporting contract administration, certification, reception, and close-out of works.
  • Providing technical recommendations to address implementation, contractual, quality, health and safety, and other construction-related risks.

Required Qualifications:
The position requires the following qualifications:
  • Advanced university degree (Master’s or equivalent) in Civil Engineering, Construction Engineering, Structural Engineering, Architecture, Construction Management, or a closely related engineering discipline. A first-level university degree (Bachelor’s) in one of these disciplines combined with two additional years of relevant professional experience may be accepted in lieu of an advanced degree.
  • At least five (5) years of progressively responsible professional experience in construction project management, construction supervision, quality assurance, contract administration, or related engineering fields.
  • Required experience includes preparing and reviewing engineering designs, technical specifications, Bills of Quantities (BoQs), and tender documentation; supporting construction procurement processes, technical evaluations, contractor supervision, and certification of works; and managing infrastructure projects in collaboration with government counterparts.

Educational Background:
Candidates must possess an advanced university degree (Master’s or equivalent) in relevant fields such as Civil Engineering, Construction Engineering, Structural Engineering, Architecture, or Construction Management. Alternatively, a first-level university degree (Bachelor’s) in these disciplines combined with two additional years of relevant professional experience may be accepted in lieu of an advanced degree.

Experience:
The ideal candidate should have a minimum of five (5) years of progressively responsible professional experience in construction project management, construction supervision, quality assurance, contract administration, or related engineering fields. This experience should include a strong background in preparing and reviewing engineering designs, technical specifications, and managing infrastructure projects.

Languages:
Fluency in English (written and spoken) is required for this position. Knowledge of Arabic is considered a desirable asset, as it may enhance communication and collaboration with local stakeholders and government counterparts.

The position is office-based in Cairo, Egypt, and is expected to last for 45 months.
