UNDP's approach is holistic and systems-based, empowering all societal sectors to respond effectively to the challenges posed by the ongoing conflict. Regular duty trips to partner hromadas in Poltava oblast are essential for effective outreach and monitoring of ABR initiatives.

Job Overview:
The Community Mobilization Officer will play a vital role in implementing civic engagement activities and supporting inclusive recovery initiatives within the Area-Based Recovery framework. This position involves conducting community-level assessments to identify needs and capacities, particularly focusing on underrepresented groups such as veterans, youth, IDPs, women, and people with disabilities. The officer will facilitate participatory processes in partner hromadas, ensuring that community priorities are co-created and that local governance is strengthened through the establishment of Community Engagement Working Groups (CEWGs). The role requires the preparation of work plans for community mobilization activities, providing technical support to various stakeholders, and contributing to capacity development activities for community actors. The officer will also ensure effective coordination and communication among stakeholders to promote inclusive civic participation in recovery and development processes.

Duties and Responsibilities:
The Community Mobilization Officer will be responsible for a range of duties including:
  • Implementing civic engagement activities and supporting inclusive recovery initiatives by conducting community assessments and stakeholder mapping.
  • Facilitating inclusive participatory processes in partner hromadas, including local problem analysis and community profiling.
  • Supporting the establishment and strengthening of Community Engagement Working Groups (CEWGs) to promote dialogue and participatory decision-making.
  • Preparing and updating work plans for community mobilization activities based on data and stakeholder feedback.
  • Providing technical support to communities and local authorities in designing and monitoring community-led initiatives.
  • Supporting the reintegration of veterans into communities and facilitating their participation in civic engagement platforms.
  • Designing and delivering capacity development activities for community actors.
  • Ensuring coordination and documentation of civic engagement activities and results.
  • Engaging with stakeholders to ensure effective collaboration and alignment in recovery processes. 1
  • Coordinating with UNDP teams to reflect community perspectives in programme planning and implementation. 1
  • Supporting the mainstreaming of gender equality and women's empowerment in all activities.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in Social Sciences, Public Administration, Law, Political Science, or a related field. Alternatively, a first-level degree (Bachelor’s degree) in the aforementioned areas, combined with two additional years of qualifying experience, will be considered in lieu of a Master’s degree. A minimum of 2 years of relevant work experience at the national or international level in civic engagement, inclusive recovery, or community development is required for those with a Master’s degree, while candidates with a Bachelor’s degree must have at least 4 years of relevant experience. Proficiency in using office software packages and web-based management systems is essential, along with advanced knowledge of spreadsheet and database applications.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in relevant fields such as Social Sciences, Public Administration, Law, or Political Science. Candidates with a Bachelor’s degree in these areas will be considered if they have additional qualifying experience, specifically two years for those without a Master’s degree. This educational foundation is crucial for understanding the complexities of civic engagement and community development.

Experience:
The position requires a minimum of 2 years of relevant work experience for candidates with a Master’s degree, or 4 years for those with a Bachelor’s degree. This experience should be at the national or international level and should focus on civic engagement, inclusive recovery, or community development. Candidates should also have experience in using office software and web-based management systems, as well as advanced knowledge of spreadsheet and database applications.

Languages:
Fluency in Ukrainian and English is mandatory for this position. Proficiency in these languages is essential for effective communication and engagement with diverse stakeholders in the community and within the organization.

The Community Mobilization Officer will be expected to undertake regular field missions to project locations within the target oblast.
