Job Overview:
The Digital Infrastructure Engineer position at the EIB is a full-time role based in Luxembourg, focusing on the assessment and development of digital infrastructure projects that support artificial intelligence and strategic technologies. The successful candidate will work within the Projects Directorate, specifically in the Innovation and Competitiveness Department's Digital Infrastructure Division. This role involves evaluating complex projects related to AI-ready data centers, high-performance computing, semiconductors, quantum technologies, and advanced telecommunications networks. The engineer will play a vital role in shaping high-impact investments that enhance Europe’s digital competitiveness and technological sovereignty. The position requires regular office presence and offers the opportunity to work in a multicultural environment, with relocation support provided.

Duties and Responsibilities:
As a Digital Infrastructure Engineer, your primary responsibilities will include:
  • Appraising strategic infrastructure investments by assessing projects across AI-ready data centers, high-performance computing, semiconductor value chains, quantum technologies, and advanced telecommunications networks.
  • Delivering robust technical due diligence by evaluating strategic alignment, technical soundness, implementation readiness, operational performance, financial viability, resilience, security" style="border-bottom: 1px dotted #007bff !important;">security, and sustainability of projects, documenting conclusions in clear appraisal reports.
  • Monitoring project delivery and results, following implementation, assessing completion, and undertaking further monitoring as required.
  • Shaping sector knowledge and policy by preparing sector, policy, and methodology papers, and producing concise briefings and updates for internal stakeholders.
  • Tracking emerging technologies and markets, interpreting technological, market, and regulatory developments, and sharing relevant insights across the organization.
  • Identifying financing opportunities by collaborating with colleagues across the Bank to support European competitiveness, resilience, and technological sovereignty.
  • Building high-value partnerships with EU institutions, international bodies, specialized institutes, and financial institutions, representing the EIB at selected forums and events.
  • Contributing flexibly across priorities by supporting other sectors and participating in priority initiatives across the Division, Department, Directorate, and Bank.

Required Qualifications:
Candidates must possess a university degree (minimum bachelor’s degree) or equivalent professional qualification, preferably in engineering, computer science, telecommunications, electrical engineering, data center engineering, semiconductor engineering, physics, applied sciences, or a related discipline. Additionally, candidates should have at least 5 years (ideally 10 years) of recent and relevant professional experience in digital infrastructure project development, engineering, or investment assessment. Preference may be given to candidates with experience at a senior level managing complex tasks or projects. Proven experience in assessing complex infrastructure projects across feasibility, design, implementation, and operation is essential. A strong interest in and at least a basic understanding of two or more of the following areas is required: AI-optimized data centers, hyperscale or colocation infrastructure, high-performance computing, GPU/accelerator clusters, semiconductor manufacturing, advanced telecom networks, and quantum computing.

Educational Background:
The educational background required for this position includes a university degree in a relevant field such as engineering, computer science, telecommunications, electrical engineering, data center engineering, semiconductor engineering, physics, or applied sciences. A higher degree or specialized qualifications in these areas may be advantageous and could enhance a candidate's profile.

Experience:
The position requires a minimum of 5 years of relevant professional experience, with a preference for candidates who have 10 years of experience in digital infrastructure project development, engineering, or investment assessment. Candidates should have a proven track record in assessing complex infrastructure projects and managing tasks or projects at a senior level.

Languages:
Proficiency in English is mandatory, and a good command of French is also required. Knowledge of other EU languages would be considered an asset, with excellent knowledge of German being particularly advantageous. Proficiency in both English and French is essential for career development within the EIB, as both languages are official working languages of the organization.
