Job Overview:
The SHINE (Sustainable Health Investment through National Economists) program is a new initiative by UNICEF, set to launch on October 1, 202
  • This program aims to embed health economists within government ministries to influence decisions regarding children's health financing. The consultant will be responsible for developing a comprehensive program document that outlines the theory of change, results architecture, and reporting arrangements. The role also involves coordinating with 20 participating countries to ensure readiness for the program's launch, including the development of communication products in both English and French. The consultant will work closely with the Senior Adviser and Global Lead, Health Economics and Financing, to address urgent needs in program documentation and country coordination.

Duties and Responsibilities:
  • Draft the SHINE program document, ensuring it serves as a single reference for country offices, evaluators, and partners. This includes detailing the background, theory of change, results architecture, indicators, risk parameters, and governance arrangements.
  • Create a quarterly reporting instrument for country offices, ensuring alignment with existing reporting practices.
  • Maintain follow-up with participating country offices on post-funding steps, tracking their progress and preparing country packs for each office.
  • Develop communication products in English and French for distribution by October, adapting existing materials where possible.
  • Establish a document structure on SharePoint for consistent filing of materials.
  • Prepare a handover pack summarizing established elements and outstanding tasks for each country office.

Required Qualifications:
Candidates must possess an advanced university degree in management of international programs, public administration, or a closely related field. A minimum of 10 years of professional experience in design" style="border-bottom: 1px dotted #007bff !important;">program design and management is required, including experience in preparing program documents and logical frameworks for multi-country programs. Demonstrated ability to write practical program documents is essential, along with advanced Excel skills and familiarity with SharePoint. Prior experience with UNICEF or UN reporting standards is highly desirable.

Educational Background:
An advanced university degree (Master's or equivalent) in management of international programs, public administration, monitoring and evaluation, public policy, or a closely related field is required for this position.

Experience:
Candidates should have at least 10 years of professional experience in program design and management, with a strong background in preparing program documents and logical frameworks for multi-country initiatives. Experience in developing operating procedures and onboarding materials that are effectively utilized in field offices is also necessary.

Languages:
Fluency in English is mandatory, while working knowledge of French is considered an asset due to the composition of the country portfolio. Candidates should demonstrate the ability to communicate effectively in both languages, particularly in written form.
