Job Overview:
The position involves joining UNICEF's Generic Consultant Roster (GCR) for WASH, which aims to strengthen the enabling environment, systems, and institutional capacities for sustainable and equitable WASH services in Pakistan. The consultant will provide specialized technical expertise in areas such as WASH strategy, policy, planning, financing, institutional arrangements, monitoring and evaluation, community engagement, and climate-resilient WASH. Consultants will be engaged for specific, temporary assignments based on their expertise and qualifications, and the scope of work will be defined through assignment-specific Terms of Reference (ToRs). Inclusion in the roster does not guarantee engagement, and each consultancy will require a specific approved ToR, funding, and compliance with UNICEF's requirements.

Duties and Responsibilities:
The consultant will undertake various responsibilities, including:
  • Conducting analyses, assessments, and consultations as per the approved ToR.
  • Applying relevant technical knowledge and international best practices to achieve agreed outputs.
  • Preparing and submitting deliverables within specified timeframes while incorporating feedback.
  • Maintaining confidentiality of information obtained during the assignment.
  • Using personal equipment and resources unless specified otherwise in the ToR.
  • Developing technical products that comply with UNICEF's contractual provisions regarding ownership and confidentiality.
  • Engaging in specific assignments that may include reviewing WASH programming strategies, developing financing strategies, assessing institutional governance, and creating monitoring and evaluation frameworks.

Required Qualifications:
Candidates must possess an advanced university degree in relevant fields such as WASH, water resources, environmental sciences, public health, climate sciences, or related disciplines. They should have a minimum of 10 years of relevant professional experience in areas such as WASH policy, governance, systems strengthening, and climate-resilient WASH. Strong analytical, problem-solving, and communication skills are essential, along with the ability to work independently and deliver quality outputs within agreed timelines. Experience in advising governments and developing technical reports, policies, and frameworks is also required.

Educational Background:
An advanced university degree in fields related to WASH, water resources, environmental sciences, civil engineering, public health, climate change, disaster risk management, or other relevant disciplines is required. This educational background should provide a solid foundation for understanding the complexities of WASH systems and policies.

Experience:
Candidates should have at least 10 years of relevant professional experience in one or more of the roster areas, including WASH policy and strategy, governance, institutional strengthening, and climate-resilient WASH. Experience in developing technical reports, frameworks, and guidelines, as well as strong stakeholder engagement skills, is crucial. Familiarity with the WASH sector and experience working with government or UN agencies is highly desirable.

Languages:
Fluency in English is mandatory, while knowledge of Urdu and/or relevant provincial/local languages is considered an advantage. Strong written and verbal communication skills in English are essential for effective engagement and reporting.

Additional Notes:
The roster will be valid for three years, and inclusion does not guarantee engagement. Each consultancy will require a specific approved ToR, and consultants will be engaged in their individual capacity under UNICEF's contractual conditions. The recruitment process includes rigorous background checks, and selected candidates must adhere to UNICEF's standards and principles. Candidates are encouraged to submit a financial quotation indicating their daily rate, and travel may be required for selected assignments.
