Job Overview: The position of Health, Nutrition and Population Operational Support Consultant is aimed at supporting the Health Nutrition and Population Division (HNP) in Haiti. The consultant will play a crucial role in the implementation of health projects, ensuring that the IDB's portfolio aligns with its objectives of promoting Universal Health Coverage. The consultant will be based in Panama but will frequently travel to Haiti to oversee project activities. The role involves monitoring health-related activities, reviewing key project documents, and providing technical input for research and consultancy activities. The consultant will also assist in strategic planning and sector dialogue, gathering and analyzing health sector data to inform project priorities and stakeholder engagement.
Duties and Responsibilities: The consultant will be responsible for monitoring and reporting on health-related activities within the IDB portfolio. This includes reviewing and quality-controlling planning and reporting documents, preparing internal reports, and providing logistical and administrative support to the project team. The consultant will participate in planning activities, conduct field visits, and assist in strategic discussions with national counterparts and development partners. Additionally, the consultant will support the Health Specialist in preparing project profiles and briefing documents, ensuring alignment with national health agendas and addressing portfolio challenges.
Required Qualifications: Candidates must possess a Master’s degree in public health or related fields such as political science, public administration, project management, economics, or social inclusion. A minimum of 5 years of relevant professional experience in managing social development projects, particularly in health and nutrition, is required. Knowledge of the health system in Haiti and its stakeholders is preferred, along with significant expertise in managing development projects financed by multilateral institutions.
Educational Background: A Master’s degree in public health or a related field is essential for this position. Candidates with degrees in political science, public administration, project management, economics, or social inclusion will also be considered. The educational background should reflect a strong foundation in health systems and social development.
Experience: At least 5 years of relevant professional experience is required, particularly in managing social development projects in health and nutrition. Candidates should have a proven track record of working with multilateral institutions and a deep understanding of the health system in Haiti, including its main stakeholders and challenges.
Languages: Proficiency in French and Spanish, both spoken and written, is mandatory for this position. Additional knowledge of English is considered a plus, enhancing communication capabilities within the diverse team and with international partners.
Additional Notes: The position is classified as an international consultant role, requiring full-time commitment for a duration of 12 months, with the possibility of extension up to 48 months based on eligibility.
