Job Overview:
The National Consultant for Provincial GBSP Implementation and Monitoring will be responsible for overseeing the implementation of the Gender-Based Social Protection (GBSP) initiatives at the provincial level in Cambodia. This role involves monitoring the effectiveness of these initiatives, ensuring they align with national policies, and providing recommendations for improvements. The consultant will work closely with local government bodies, community organizations, and other stakeholders to facilitate the successful execution of GBSP programs. The position requires a deep understanding of gender issues, social protection frameworks, and the local context in Cambodia. The consultant will also be expected to contribute to capacity-building efforts and engage in knowledge sharing among stakeholders to enhance the overall impact of the GBSP initiatives.

Educational Background:
A Master's degree in Social Sciences, Gender Studies, Development Studies, or a related field is required. Additional certifications in gender analysis or social protection will be considered an advantage.
Experience:
A minimum of 5 years of relevant professional experience in gender analysis, social protection, or related fields is required. Experience working with government agencies, NGOs, or international organizations in Cambodia is highly desirable.
Languages:
Fluency in English is mandatory. Knowledge of Khmer is an asset and will be considered a plus for effective communication with local stakeholders.

- Develop and implement a comprehensive monitoring and evaluation framework for the GBSP initiatives at the provincial level.
- Collaborate with local government officials and community organizations to ensure effective implementation of GBSP programs.
- Conduct regular field visits to assess the progress of GBSP initiatives and gather feedback from beneficiaries.
- Prepare detailed reports on the status of GBSP implementation, highlighting successes, challenges, and recommendations for improvement.
- Facilitate training sessions and workshops for local stakeholders to enhance their understanding of GBSP and its objectives.
- Provide technical assistance and guidance to local authorities in the planning and execution of GBSP activities.
- Engage with national and international partners to promote best practices and lessons learned from the implementation of GBSP initiatives.
- Ensure that gender considerations are integrated into all aspects of the GBSP programs.
Required Qualifications:
- Proven experience in gender analysis and social protection frameworks, particularly in the context of Cambodia.
- Strong analytical skills and the ability to interpret data related to gender and social protection.
- Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
- Demonstrated experience in monitoring and evaluation of development programs.
- Familiarity with UNDP policies and procedures is an asset.
- Ability to work independently and manage multiple tasks effectively.
